7
1 Commissioner Jacobs asked if the positions mentioned this evening could be phased in
2 over time, if the County cannot afford to do all of them.
3 Todd LoFrese said the Board of Education (BOE) has not yet prioritized these items.
4 Commissioner McKee referred to the living wage and asked if CHCCS has had
5 conversations with their contractors. He said if 25% of the contractor's time is dedicated to the
6 CHCCS, and the other 75% is dedicated elsewhere, he asked if it will be possible to
7 accommodate the wage differential between CHCCS and other areas.
8 Todd LoFrese said the bid proposal requested a base bid amount for the service, as
9 well as an alternate that would provide for the cost increase to pay a living wage for all
10 employees engaged in work at any CHCCS site. He said there are many variables to consider.
11 Commissioner McKee said his concern is if a contractor is going to be impacted by a
12 significant financial amount, that the CHCCS will have to pick up the cost differential when only
13 a portion of the contractor's time will actually be spent on CHCCS work.
14 Todd LoFrese reviewed previous examples of this issue and possible ways to address
15 the question, such as reviewing payroll records. He said contractors are motivated to earn the
16 business.
17 Commissioner Rich also referred to the living wage issue, and asked if CHCCS hopes to
18 bring some of these contracted services in house.
19 Todd LoFrese said this analysis is currently being conducted, and this information will be
20 provided to the BOCC when completed.
21 Commissioner Marcoplos asked if CHCCS was able to find numerous vendors that
22 provided the living wage.
23 Todd LoFrese said yes.
24 Commissioner Marcoplos asked if the employers provided that alternate wage only
25 because CHCCS requested it, or if these employers regularly pay a living wage.
26 Todd LoFrese said he does not know if the employers pay a living wage across the
27 board.
28 Chair Dorosin said he would be surprised if these vendors offered the living wage in
29 general, and assumes it is only offered due to CHCCS requiring it.
30 Chair Dorosin asked if any of the contracted firms provide health insurance.
31 Todd LoFrese said he knows one contractor does.
32 Chair Dorosin asked if the number of contracted positions is known.
33 Todd LoFrese said about 150.
34 Chair Dorosin referred to the expansion slide, and asked if transportation safety could
35 be clarified.
36 Todd LoFrese said this is related to transportation operations and the buses. He said
37 there are two key elements: to provide two positions to back up for redundancy; and provide
38 families with access to the bus GPS system, for real time bus updates and alerts.
39 Todd LoFrese said the district's activity buses, which are not provided or maintained by
40 the State, are falling in disrepair, and this funding would provide an in-house mechanic.
41 Chair Dorosin said it would be helpful to have some sub-headings as to what these line
42 items contain in their continuation budget.
43 Commissioner Price asked if the source for the Pre-K tuition funds could be clarified.
44 Todd LoFrese said pre-K is a combination of EC students, students receiving federal or
45 state funds, and tuition paying families. He said these funds come from those parents paying
46 tuition for their child to attend the pre-K program. He said there was a surplus in this year's
47 tuition fees, and the budget reflects this revenue accordingly.
48 Commissioner Marcoplos asked if there is a status update on seat belts in the buses.
49 Todd LoFrese said the buses do not have seat belts on them.
50
