He said the budget request will not reinstate <br /> 45 all positions, but will allow for an incremental gain in key areas. <br /> 46 Commissioner Jacobs asked if last year's budget began to fill these positions, and this <br /> 47 year's budget continues that process. <br /> 48 Todd LoFrese said CHCCS are trying to fill in these positions this year. He said the <br /> 49 focus last year was reinstating the teacher supplements in order to remain competitive with <br /> 50 neighboring counties. <br />
