1 <br /> 1 Attachment 3 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 BUDGET WORK SESSION <br /> 6 May 25, 2017 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met for a work session on Thursday, May 25, <br /> 10 2017 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Barry Jacobs, <br /> 13 Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: Commissioner Mia Burroughs <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Dorosin called the meeting to order at 7:00 p.m. <br /> 21 Chair Dorosin said Commissioner Burroughs would not be in attendance tonight, due to <br /> 22 illness. <br /> 23 <br /> 24 A motion was made by Commissioner McKee, seconded by Commissioner Price to add <br /> 25 the proposed resolution to the agenda: "Resolution Opposing the Mandatory <br /> 26 Regionalization of Social Services Departments." <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 Nancy Coston said the bill was introduced in the senate for a mandatory regionalization, <br /> 31 and she had a lot of concerns about how her programs would work if this goes through. She <br /> 32 said there would not be a local county Department of Social Services (DSS), if this goes <br /> 33 through. <br /> 34 Chair Dorosin said there are a lot of problems with this bill. <br /> 35 Commissioner McKee said this bill has nothing to do with child welfare, but with <br /> 36 privatization. He said this bill would be the first step going down the same road as mental <br /> 37 health, several years ago. <br /> 38 Commissioner Rich asked if the North Carolina Association of County Commissioners <br /> 39 (NCACC) has commented on this bill. <br /> 40 Chair Dorosin said NCACC is opposed to it. <br /> 41 Commissioner Price said the NCACC is opposed, and will continue to lobby certain <br /> 42 legislators to let them know how harmful this proposed bill would be to counties. <br /> 43 Commissioner Jacobs said the County's DSS staff and department do an excellent job, <br /> 44 and the County relies on DSS and seeks to supplement the work of DSS. He said this <br /> 45 proposed bill is just another attack on local education and local government, as well as the <br /> 46 poor. <br /> 47 Commissioner Jacobs asked the Clerk if she would send the resolution to the other 99 <br /> 48 counties, should the Board of County Commissioners (BOCC) vote to adopt it. <br /> 49 Nancy Coston read the resolution: <br /> 50 <br />
