10 <br /> 1 <br /> 2 This the 16th day of May, 2017. <br /> 3 <br /> 4 A motion was made by Commissioner Marcoplos, seconded by Commissioner <br /> 5 Burroughs for the Board to approve the proclamation designating May as Older Americans <br /> 6 Month and authorize the Chair to sign the proclamation, and also recognize the national <br /> 7 accreditation of the Passmore and Seymour Centers, based on the efforts of Department on <br /> 8 Aging staff, with the presentation of the accreditation plaques. <br /> 9 <br /> 10 VOTE: UNANIMOUS <br /> 11 <br /> 12 d. Acceptance of the 2017-22 Orange County Master Aging Plan <br /> 13 The Board will consider reviewing and accepting the 2017-22 Orange County Master Aging <br /> 14 Plan (MAP). <br /> 15 Janice Tyler reviewed the following information: <br /> 16 BACKGROUND: <br /> 17 The 2017-22 Master Aging Plan (MAP) marks the fourth cycle of strategic planning for the <br /> 18 Orange County Department on Aging (OCDOA). However, this is the first MAP based on the <br /> 19 World Health Organization/American Association of Retired Persons (WHO/AARP) Framework <br /> 20 for an Age-Friendly Community (AFC). This framework was chosen after deciding to be the first <br /> 21 N.C. County to work toward becoming an age-friendly community. The AFC framework contains <br /> 22 eight (8) domains of livability that influence the quality of life for older adults: outdoor spaces <br /> 23 and buildings, transportation, housing, social participation, respect and social inclusion, civic <br /> 24 participation and employment, communication and information and health services. <br /> 25 <br /> 26 In addition to these domains several cross cutting issues were addressed throughout the MAP <br /> 27 process. Those included communication and information; the diversity of the older adult <br /> 28 population; the desire for intergenerational opportunities; and also the desire of the older adults <br /> 29 in the community to be included in all solutions. <br /> 30 <br /> 31 The goals, objectives, strategies and indicators represent 860 community survey respondents, <br /> 32 and the work of over 200 persons, including Orange County residents, County and Town <br /> 33 leadership, major healthcare systems, faith-based and non-profit services groups and older <br /> 34 adult advocates. All of these stakeholders were involved at different times during the MAP's <br /> 35 development, beginning in summer 2016 with a community needs assessment survey, followed <br /> 36 by five work groups that met over a ten week period and ending in spring 2017 with a period of <br /> 37 public comment. <br /> 38 <br /> 39 This MAP comes at a particularly crucial point in the history of Orange County, as there are <br /> 40 more older adults in the County than there are children in school. Orange County's aging <br /> 41 population is diverse, widespread and representative of a variety of life experiences. <br /> 42 <br /> 43 The success of the MAP depends on continued collaboration and community involvement over <br /> 44 the next five years. Through working together community members will build capacity to support <br /> 45 the aging population and make Orange County a great place to age well. <br /> 46 <br /> 47 The UNC School of Public Health - Health Policy and Management Capstone Team and <br /> 48 Melissa Hunter, a UNC Graduate School of Social Work Intern, for their assistance in helping <br /> 49 create the plan that will be used to guide aging services for the next five years. <br /> 50 <br />
