14 <br /> generally applicable requirements including those contained in Departmental <br /> Regulations and other Program-Related Instructions, including but not limited to, 7 <br /> CFR 4280, Subpart E; the integrated applicable general provisions of 7 CFR 4284, <br /> Subpart A; 7 CFR Part 1942, Subpart A; 2 CFR Part 417; and 2 CFR Part 200, the <br /> Uniform Administrative Requirements, Cost Principles and Audit Requirements for <br /> Federal Awards. <br /> 26. GRANT MONITORING AND SERVICING <br /> The grant project will be monitored and serviced in accordance with RD Instruction <br /> 4280-E, the grant agreement, and 2 CFR Chapter IV (see RD Instruction 4280.443). <br /> Recipient will allow the Agency, or its representatives,to conduct site visits as needed <br /> to monitor progress and to audit the Recipient's real and personal property <br /> development and narrative and financial records related to the performance of <br /> activities under the Grant Agreement. Failure to allow the Agency to conduct site <br /> visits shall be grounds for terminating the grant. <br /> 27. ADDITIONAL PROJECT-SPECIFIC REQUIREMENTS <br /> Update enterprise equipment and technical assistance. We need a confirmed and <br /> approved a final project budget. Be sure to include procurement/property <br /> management/disposition clause, require the grantee to file a UCC on all <br /> equipment with a unit acquisition cost of$5,000 or more, add applicant reporting <br /> element(s)for basis of evaluating project success or failure (project impact at <br /> conclusion), require a copy of the equipment lease agreement at near-market <br /> rental rates between Orange County and PFAP, and be sure to highlight Program <br /> Income requirements and responsibilities for the grantee_ <br /> The above conditions are based on the proposed use of funds as indicated. The <br /> conditions stated may be modified if the scope or cost of the project is changed or the <br /> financial arrangements are adjusted.
