Provided statistical analysis of the <br /> detection monitoring data and identified exceedances. <br /> Developed an assessment monitoring program. Provided <br /> statistical analysis of the data from the assessment monitoring <br /> program and prepared annual reports for submission to VDEQ. <br /> Conducted hydrogeological evaluations and developed <br /> groundwater protection standards for Appendix 5.1 <br /> constituents and submitted a major permit amendment to the <br /> VDEQ. <br /> Solid Waste Budget <br /> An Enterprise Fund finances the County's solid waste program. <br /> SCS reviews the County's budget annually in accordance with the <br /> requirements of the Landfill Revenue Bond Covenant of the <br /> Virginia Resource Authority. The reviews examine the expenses <br /> incurred, revenues earned, operation loss/profit, etc. Also, we <br /> review current year budgets and projections for long-term costs of <br /> future development, closure, and post-closure costs for future <br /> Phase I, II, and III. <br /> Waste Characterization Study. SCS conducted a two-season <br /> characterization study of residential and commercial waste <br /> generated and collected in the County. Information gathered from <br /> this study will help the County plan for future waste diversion <br /> programs and coordinate outreach and education efforts. <br /> Additionally, the data from this study can be compared to future <br /> studies to help the County evaluate the effect of various programs <br /> and communication efforts. <br /> There were 100 samples acquired and hand-sorted into 46 <br /> material categories. Waste samples were acquired from single- <br /> family residential, multi-family residential and commercial <br /> sources. <br /> Recycling programs have decreased the proportion of recyclable <br /> materials in the waste stream since 1992. There has been a <br /> significant reduction in the proportion of glass, metals, and paper <br /> in the waste stream since 1992. However, the proportion of <br /> plastic has doubled since 1992 as a likely result of the increase in <br /> plastic packaging. <br /> Yard Waste Composting Facility Design and Permitting. SCS <br /> prepared the hydrogeological analysis, permit applications and <br /> designs for a yard waste-composting site at Ball's Ford Road to <br /> be operated by a Contractor.
