SCS is <br /> working on behalf of the Facility to review the updated solid <br /> waste management plan being prepared by the Chesterfield <br /> County. SCS also provides construction engineering support <br /> and professional engineer certification during subsequent <br /> landfill cell development and landfill closure activities such as <br /> final cap construction. <br /> LFG System Engineering. SCS has assisted the Facility with <br /> LFG collection and control system modifications and <br /> improvements to accommodate continued filling operations. <br /> Various tasks have included: <br /> • Coordination with LFGE project owner regarding controls <br /> • LFG system controls specifications and procurement review <br /> • LFG system field design and installation assistance <br /> • LFG odor management plan implementation <br /> • Maintain and update LFG system as-built drawings <br /> Clean Air Act Compliance. SCS has assisted the Facility with <br /> multiple permitting, monitoring, and reporting requirements <br /> associated with the provisions under NSPS, Title V, NSR, and <br /> MACT. Various tasks have included: <br /> • Amendment of the Title V permit application <br /> • Amendment of the NSPS Design Plan <br /> • Minor NSR permit documentation for landfill cell <br /> construction <br /> • Routine surface emission and wellhead monitoring <br /> • Initial performance testing at the utility flares and other on- <br /> site combustion units <br /> • Startup, Shutdown, & Malfunction (SSM) Plan <br /> development <br /> • Participation during EPA and VDEQ inspections <br /> • Annual emissions inventory for regulated air pollutants <br /> • Annual and semi-annual NSPS/Title V/SSM Plan reports <br /> Project Profile <br />
