<br /> Client Shoosmith Sanitary Landfill is a privately owned solid waste
<br /> management facility consisting of a waste management unit
<br /> Shoosmith Bros.,Inc. boundary of 374 acres. The permitted waste disposal area is
<br /> 217 acres and the Phase I area involves a vertical and lateral
<br /> Contact expansion. The landfill is subject to NSPS, Title V, and MACT
<br /> Bruce Coble for MSW landfills and a landfill gas (LFG) collection and
<br /> Manager of Landfill Operations control system has been in operation since 1988.

<br /> Engineering Design, Permitting, and Review. Initially SCS
<br /> Contract Amount was retained by Chesterfield County to provide an independent,
<br /> third party review of Part A and Part B permit application
<br /> > $1,000,000 documents (prepared by others) for expansion of the sanitary
<br /> Highlights landfill. The expansion area included an existing granite quarry
<br /> (during the first phase continues operating simultaneously with
<br /> ✓ Landfill Design landfilling activities). Once mining activities cease, the quarry
<br /> ✓ Design Documents Third-Party will be lined then filled with refuse during the second phase.

<br /> ✓Solid Waste Permit Amendments SCS reviewed documents for compliance with the Conditional
<br /> ✓Air Permit Documents Use Permit as well as County and Virginia Solid Waste
<br /> ✓ LFG Collection System Management Regulations, provided written technical
<br /> Modifications
<br /> ✓ Polluant Emission Inventories comments, and coordinated with VDEQ reviewers, design
<br /> ✓ NSPS,Title V, NSR,MACT engineer and the Facility. SCS reviewed geologic and
<br /> Compliance hydrogeological information, quarry blasting plans, odor
<br /> ✓Solid Waste Mgmt. Plan Review
<br /> ✓control Device Performance Tests management plan, and attended several public hearings
<br /> ✓Construction Engineering Services assembled before the County Board of Supervisors to answer
<br /> ✓Odor Monitoring questions regarding the expansion. The Facility was issued an
<br /> ✓ LFG Sampling and Analysis amended Solid Waste Permit in 1999.

<br /> ✓ Noise Management Plan Solid Waste Permit Amendment. SCS was later retained by
<br /> Shoosmith Bros. to amend the Solid Waste Permit in order to
<br /> reconfigure the waste disposal limits, make improvements to
<br /> the landfill design, and facilitate a sequence of construction for
<br /> developing and operating the landfill that will improve
<br /> coordination with the current and future quarry operations. This
<br /> work included preparation of Part A and Part B application
