DocuSign Envelope ID:7ACADO9D-B318-4AD6-B8E5-CB7B9C2A289F <br /> Orange County, NC RFQ 5225 SCS ENGINEERS <br /> 1 PROJECT UNDERSTANDING <br /> This proposal is presented to Orange County,NC by Stearns, Conrad and Schmidt Consulting <br /> Engineers (SCS), PC in response to the Request for Qualifications (RFQ)titled"General <br /> Engineering and Environmental Management Services." <br /> Orange County's Solid Waste Management Department is soliciting multi-disciplined general <br /> engineering/solid waste services to be available to support the ongoing and recurring need for <br /> engineering and environmental consulting services to perform tasks beyond the capacity of the <br /> Department. This Statement of Qualifications provides an overview of SCS' qualifications and <br /> our capabilities to perform the work described in the RFQ. Based on our understanding of the <br /> RFQ, the engineering firm(s) selected by the County must possess extensive knowledge, <br /> background, and expertise in solid waste management and be capable of providing the <br /> engineering and consulting services that are typically involved in administering the County's <br /> solid waste and recycling programs and facilities. The SCS Team has unsurpassed qualifications <br /> in solid waste management engineering and consulting as discussed herein. <br /> COUNTY SOLID WASTE PROGRAM BACKGROUND <br /> The Orange County Solid Waste Management Department(Department) solid waste and <br /> recycling program operations are organized under four Divisions. The Environmental Support <br /> Services Division consists of various Department support elements including planning and <br /> administrative functions, utilities, maintenance, education and outreach, and enforcement. The <br /> Landfill Services Division is responsible for the operation of the construction and demolition <br /> (C&D) landfill, scales and weighing, incoming waste materials inspections, maintenance and <br /> monitoring of the three closed landfills, oversight of temporary storm debris management sites, <br /> and general Eubanks Road site grounds maintenance and security. The Recycling Services <br /> Division manages a variety of recycling programs (including weekly urban curbside, semi- <br /> weekly rural curbside, and commercial recycling programs), services, and facilities. Finally, <br /> Sanitation Services Division responsibilities include the operation of five Solid Waste and <br /> Recycling Centers, collection of waste from County buildings and schools, and the collection of <br /> bulky waste items. <br /> Orange County owns the now-closed Orange County Landfill located at 1514 Eubanks Road in <br /> Chapel Hill,NC. The landfill was permanently closed prior to reaching its full capacity effective <br /> July 1, 2013. The site is located approximately 4 miles north of the Town of Chapel Hill and is <br /> co-located with two other closed landfills (one C&D unit and one MSW unit) as well as the <br /> active Orange County C&D Landfill, which is currently owned and operated by the County. <br /> C&D debris, stumps, land clearing waste, mobile homes, mattresses/box springs, yard waste, <br /> clean wood waste, and stockpiled tires are accepted at the materials handling area of the site. Old <br /> corrugated cardboard (OCC), oyster shells, electronics, residential/commercial tires, large <br /> appliances, and scrap metal are accepted from residents for free.
