6 <br /> Chair Dorosin clarified that a revenue neutral tax rate is based on all of the properties in <br /> Orange County. <br /> Chair Dorosin applauded the Board and staff that the County is bearing the increase in <br /> health insurance, as well as the increase of eight hours of annual leave for each employee, in <br /> addition to what they accrue annually. <br /> Chair Dorosin referred to the idea of the Criminal Justice Resource officer becoming a <br /> department, and asked if the positions described on page 11 of PPT will be part of this <br /> proposed department. <br /> Bonnie Hammersley said yes, this will be a 7-member department. She said this <br /> department would give the Board of County Commissioners a connection to the criminal justice <br /> system. She said the Department Director would be part of the department head community. <br /> Chair Dorosin said this suggestion is an example of how this budget reflects the values <br /> of this community, and its commitment to diversion from incarceration and focus on youth. <br /> Chair Dorosin said the Orange Connect Scholarship Program, which Orange County <br /> offers through Durham Tech, is listed as $200,000. He asked if this is an increase from last <br /> year. <br /> Bonnie Hammersley said yes, this item was budgeted at $100,000 last year. <br /> Chair Dorosin said this is another example of the BOCC making real commitments <br /> based on the communities' interests. <br /> Commissioner McKee said he appreciated the dedication of the ABC funds to a specific <br /> program, as it provides a way to track these funds. <br /> Commissioner McKee referred to the outside agency funding and scoring. He said <br /> over the years there were some concerns about the scoring process, and he is appreciative of <br /> the current scoring mechanism. <br /> 5. Public Hearings <br /> a. Public Hearing on the Financing of Various Capital Investment Plan Projects <br /> The Board considered conducting a public hearing on the issuance of approximately <br /> $13,600,000 to finance capital investment projects and equipment for the 2016-17 fiscal year, <br /> and to approve a related resolution supporting the County's application to the Local <br /> Government Commission (LGC) for approval of the financing plan. <br /> BACKGROUND: <br /> County staff estimates that the total amount to be financed for capital investment projects and <br /> equipment will be approximately $13,600,000 including cost of issuance. <br /> North Carolina General Statutes require that the County advertise and conduct a public <br /> hearing on the proposed financing. A copy of the notice of this hearing as published in The <br /> Herald Sun is provided as Attachment 1. <br /> After conducting the public hearing and receiving public input, the Board will consider the <br /> adoption of the resolution (Attachment 2). This resolution formally requests the required <br /> approval from the North Carolina Local Government Commission (LGC) for the County's <br /> financing, and makes certain finding of fact as required under the LGC's guidelines. County <br /> staff has been in contact with the LGC staff, and staff expects no issues to receiving LGC <br /> approval. <br />
