He said if the County proceeds with the variety of approvals after this, meaning other <br /> partners with the water and sewer boundary agreement, there may be the potential for public <br /> water and sewer. <br /> Commissioner Marcoplos referred to the property owner to the south of the "red hatch," <br /> and said he/she may one day discover some development occurring closer to their land than <br /> they ever anticipated. <br /> Craig Benedict said water and sewer could extend to the ridgeline, and to the south is <br /> part of the rural buffer and would not have development. He said if the County pursued <br /> economic development in this area, there is a 150-foot wide buffer on the fringe of economic <br /> development zones. He said throughout the County and Chapel Hill and Carrboro, there is a <br /> sharp drop off from urban areas to the rural buffer.
