12
County staff proposes to contract with McAdams to perform the required engineering,
surveying, design, easement plats, permitting and bid administration for this project. The
proposed contract is Attachment 2.
Commissioner Rich asked if McAdams pays a living wage.
Craig Benedict said he would ask.
A motion was made by Commissioner McKee, seconded by Commissioner Rich for the Board
to:
1. Approve and authorize the Chair to sign the contract on behalf of the Board, after
review by the County Attorney; and
2. Authorize the Manager to approve minor amendments for additional services or
addenda, should they become necessary, up to the project budget, after review by
the County Attorney.
Commissioner Jacobs said he will vote for this motion, though he does not want to work
with this company because years ago they were transgender insensitive. He said he is sorry
to do business with them.
VOTE: UNANIMOUS
c. Amendments to the Water and Sewer Management, Planning, and Boundary
Agreement
The Board considered adopting amendments to the Water and Sewer Management,
Planning, and Boundary Agreement (WASMPBA) map.
BACKGROUND:
The Water and Sewer Management, Planning, and Boundary Agreement is was signed in
2001 between Orange County, the Orange Water and Sewer Authority (OWASA), and the
Towns of Chapel Hill, Carrboro, and Hillsborough. The agreement (included for reference
purposes as Attachment 4) provides a comprehensive county-wide system of utility service
areas upon which signatory entities could rely when making decisions related to issues such
as planning, land use, annexation, zoning, and growth management.
Potential amendments to the WASMPBA map were presented to the Board of County
Commissioners at the February 13, 2017 work session. The amendments currently proposed
for adoption include only areas south of the Hillsborough Economic Development District
(EDD) and areas in the vicinity of Smith Level Road in the Town of Carrboro's Extraterritorial
Jurisdiction. The February presentation included areas north of Chapel Hill, but Town of
Chapel Hill staff is currently studying those potential amendments and not ready to move
forward. However, Orange County and the Town of Carrboro are interested in moving forward
at this time with the two areas under consideration in this agenda item.
Orange County/Hillsborough EDD Area
The proposed amendments in the Hillsborough EDD Area include:
• Designating 87.5 acres "Primary Service Area". This area is currently "Hillsborough
Long-Term Interest Area". Designating the area "Primary Service Area" would allow
extension of public water and sewer systems into the area.
