ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 13, 2006 <br />Action Agenda <br />Item No. 2 <br />SUBJECT: Confirmation of Timetable for CHCCS Elementary #10 <br />DEPARTMENT: County Manager/CHCCS/ERCD PUBLIC HEARING: (Y(N) No <br />ATTACHMENT(S): <br />None <br />INFORMATION CONTACT: <br />John Link/Rod Visser, 919-245-2300 <br />Neil Pedersen/Steve Scroggs, 967-8211 <br />David Stancil, 245-2590 <br />PURPOSE: To discuss the anticipated timeline for the construction and opening of the <br />planned Elementary #10 school in the Chapel Hill-Carrboro City Schools (CHCCS) system, and <br />related issues. <br />BACKGROUND: Elementary School #10 has been designed to be situated on the <br />educational campus portion of the Twin Creeks (Moniese Nomp) Park site in the vicinity of <br />NC86 and Eubanks Road.. The school will be based on the Rashkis Elementary prototype and <br />would become the first school to be built on the 76-acre Educational Campus portion of the <br />193-acre Twin Creeks site (the district park site is approximately 96 acres, with 21 acres left <br />undisturbed, including an archaeological site). <br />This work session provides an opportunity for the Board of Commissioners to receive and <br />discuss information related to the Elementary #10 and Twin Greeks Park development projects. <br />Topics for possible discussion include: <br />• Discussion and feedback from the Carrboro Board of Aldermen to information presented <br />to them at a recent meeting by the Chair of the BOCC, the Director of the Environment <br />and Resource Conservation Department (ERCD), and CHCCS representatives <br />• Considerations affecting the timeline for development review, bidding, construction, and <br />opening of CHCCS Elementary #10 <br />• The implications of the annual report from the Schools Adequate Public Facilities <br />Ordinance Technical Advisory Committee (SAPFOTAC), tentatively scheduled for <br />presentation at an April BOCC meeting, for the timing of all new schools that may be <br />needed during the 2006-16 ten-year capital planning period <br />• Discussions between CHCCS and the University of North Carolina's School of Education <br />regarding a possible "First School" initiative, and the implications of that program for <br />elementary school capacity in CHCCS <br />• The passible ramifications, particularly with regard to the Town of Carrboro's development <br />review process, of separating the Elementary #10 site from the remainder of the Hunter <br />tract and the rest of the future campus (the estimated 17 acre elementary school site is <br />part of the 44-Hunter Tract acre parcel that was purchased by the County in 2001 as part <br />
