1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 6, 2017 <br /> Action Agenda <br /> Item No. 8-j <br /> SUBJECT: Interlocal Agreement with Orange Water and Sewer Authority Related to the <br /> Operation of Sewer Facilities in the Historic Rogers Road Area <br /> DEPARTMENT: Planning, Engineering <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Interlocal Agreement Craig Benedict, Planning Director, <br /> (919) 245-2592 <br /> John Roberts, County Attorney, <br /> (919) 245-2318 <br /> Allison Reinert, Staff Engineer, <br /> (919) 245-2583 <br /> PURPOSE: To review and approve an interlocal agreement with the Orange Water and Sewer <br /> Authority (OWASA) that sets forth conditions of operation for the sewer infrastructure in the <br /> Historic Rogers Road Area. <br /> BACKGROUND: Orange County is part of a multi-jurisdictional project, along with Chapel Hill, <br /> Carrboro and Orange Water and Sewer Authority (OWASA), to design and construct a sewer <br /> collection system to serve the Rogers Road neighborhood. The County is leading efforts in <br /> obtaining the easements from property owners needed for construction and future maintenance <br /> of the sewer collection system. The construction and design of the sewer collection system is to <br /> be funded by Orange County, Chapel Hill, and Carrboro. The collection system includes the <br /> construction of approximately 18,500 linear feet of sewer. The bid award is later on this agenda. <br /> The agreement covers the operation and maintenance of the new sewer infrastructure in the <br /> Historic Rogers Road Area. Subjects in the agreement include but are not limited to <br /> construction costs, OWASA standards of construction, availability and connection fees, benefits <br /> of customers, extensions to the Historic Rogers Road sewer system, ownership of the <br /> infrastructure, and insurance of the infrastructure. <br /> FINANCIAL IMPACT: There is no financial impact associated with the approval of this <br /> agreement, however the agreement sets forth what percent reimbursement each party is <br /> responsible for, what aspects are included and how the project is owned and operated. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals is applicable to <br /> this agenda item: <br /> GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary for <br /> residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br />
