12 <br /> 1 Chair Dorosin asked if the Board does not approve this $28 million plan, would those <br /> 2 funds be wasted. <br /> 3 Travis Myren said the engineer needs direction as to what the County wants him to build <br /> 4 and the design, prior to an engineering contract being brought to the Board. <br /> 5 Commissioner Jacobs said he had questions about allocating $21 million for a Durham <br /> 6 Tech building, and before the Board accepts this as the landscape, he would want more <br /> 7 information. He said half of the funding for Durham Tech's current building was paid for with <br /> 8 state funds. He said there is no assurance of state funds being provided again. He said he <br /> 9 does not like the assumption that Orange County will pay for this new building, and would like <br /> 10 more information. <br /> 11 Travis Myren said staff will gather more information. He resumed the presentation: <br /> 12 <br /> 13 Parks and Open Space <br /> 14 Blackwood Farm Park <br /> 15 • Delays Park Operations Center ($2.5 million including design and equipment) to <br /> 16 years 6 to 10 as alternatives are evaluated <br /> 17 Millhouse Road Park <br /> 18 • Delays park planning and development for two years <br /> 19 Northeast District Park <br /> 20 • Delays park planning and development for two years <br /> 21 <br /> 22 Funding Sources <br /> 23 • Transition from pay as you go to debt financing for school capital <br /> 24 • Register of Deeds revenue corrected <br /> 25 • Medicaid funds recognized for Public Health portion of Southern Campus Facility <br /> 26 Improvement <br /> 27 <br /> 28 Debt Financing <br /> 29 • Debt financing for County Capital in years one through five reduced by $22.4 million <br /> 30 as a result of project reorganizations <br /> 31 • Transition from pay-as-you-go financing to debt financing for school capital <br /> 32 <br /> 33 Recommended CIP and Alternative 1 (graph) <br /> 34 <br /> 35 Debt Service Capacity Benchmark (graph) <br /> 36 <br /> 37 Commissioner Burroughs referred to Millhouse Park and asked if Chapel Hill is in a <br /> 38 hurry to move this along. <br /> 39 Bonnie Hammersley said there have been conversations with the Town of Chapel Hill <br /> 40 for the past two years, but she will defer this question to Commissioner Jacobs. <br /> 41 Commissioner Jacobs said Mayor Hemminger is very interested in this park, and she <br /> 42 has talked to soccer leagues about putting money in up front. He said she is very interested in <br /> 43 talking to Orange County about options. <br /> 44 Commissioner Rich asked if Chapel Hill has asked Orange County to put money into the <br /> 45 Legion Road property. <br /> 46 Bonnie Hammersley said no, she has not had any conversations about this property. <br /> 47 Commissioner Rich said the Board received an email today from the Carrboro Mayor <br /> 48 noting the addition of $10 million to the Carrboro budget for the Southern Branch Library. She <br /> 49 asked if this affects the County's budget for this item. <br />
