He said if the County pursued <br /> 6 economic development in this area, there is a 150-foot wide buffer on the fringe of economic <br /> 7 development zones. He said throughout the County and Chapel Hill and Carrboro, there is a <br /> 8 sharp drop off from urban areas to the rural buffer. He said that <br /> 33 Commissioner Gordon could not remember why this area fell through the cracks years ago. <br /> 34 Perdita Holtz reviewed the recommendations. <br /> 35 Commissioner Jacobs asked if the BOCC is agreeing to set a public hearing, or to <br /> 36 change the designation. <br /> 37 Perdita Holtz said there is no public hearing for the WASMPBA, only for land use and <br /> 38 zoning. <br /> 39 Commissioner Jacobs said the previous discussion about notifying the public about the <br /> 40 change does not actually exist in the real world, because the Board is being asked to make the <br /> 41 change this evening. <br /> 42 Perdita Holtz said if the Board makes the changes, there will be changes made to the <br /> 43 joint land use plan and the County future land use map later this year. She said a public <br /> 44 hearing would come into effect. <br /> 45 Commissioner Jacobs said those residents who have difficulties will already be fighting <br /> 46 against the fact that the government has changed it, and will be arguing to change it back, <br /> 47 versus a proposal and a discussion. <br /> 48 Perdita Holtz said all that would be changed this evening is making the land's primary <br /> 49 service area, but the zoning and land use regulations that are currently in effect would stay in <br /> 50 effect. <br />
