Additional funding was then requested for FY 2017-18, based on a <br /> 2 revised scope and cost estimate for water and sewer infrastructure development. <br /> 3 Estimated construction costs (excluding engineering): $1.5 million to $1.8 million, subject to the <br /> 4 engineering analysis and design. The proposed project schedule is included as Attachment 3. <br /> 5 The Hillsborough Area EDD site is situated just south of Interstate 40 and along old NC 86 <br /> 6 (Attachment 1). <br /> 7 <br /> 8 In order to provide basic infrastructure support for the Hillsborough Area EDD, there are certain <br /> 9 backbone improvements which are needed including both water and sewer infrastructure. The <br /> 10 Town of Hillsborough will provide water and sewer treatment and maintenance, as well as <br /> 11 proportionately participate financially toward those improvements outside of the EDD, as is <br /> 12 necessary for water system redundancy, adequate pressure, flow and water quality. <br /> 13 <br /> 14 This work is the extension of other master planned water, sewer and roadway infrastructure <br /> 15 plans in the area, some of which support the Waterstone Development and the UNC Hospital. <br /> 16 This work is consistent with the planning efforts for the Hillsborough Area EDD, Article 46 sales <br /> 17 tax Economic Development infrastructure initiative, and the area transportation access <br /> 18 management plan, and past and current Orange County Capital Improvement Programs (CIPs). <br /> 19 A request for qualifications (RFQ) was advertised on February 22, 2017 (see Attachment 4). <br /> 20 The County received three (3) statements of qualifications (SOQ's) from the following <br /> 21 consulting engineering firms: <br /> 22 <br /> 23 The John R McAdams Company, Inc. <br /> 24 Pennoni <br /> 25 McGill Associates, PA <br /> 26 <br /> 27 Criteria in evaluating the SOQs included 1) project timeline and understanding of the scope, 2) <br /> 28 previous experience with projects of similar scope and timeline, 3) ability to complete the work <br /> 29 on time considering total workload, 4) approach for successful project completion without any <br /> 30 major technical, legal or budget problems, 5) previous experience with governmental entities <br /> 31 (particularly Orange County and the Town of Hillsborough) and public outreach, and 6) <br /> 32 approach to disadvantaged business enterprises (DBE) and minority and women-owned <br /> 33 business participation. <br /> 34 <br /> 35 The interview panel was comprised of three representatives from Orange County (Craig <br /> 36 Benedict, AICP, Howard W. Fleming, Jr., PE, and Allison Reinert, PE) and the Town of <br /> 37 Hillsborough Engineering/Public Works Director, Kenny Keel, PE. Based on the interviews and <br /> 38 evaluation criteria, the interview panel unanimously selected McAdams. <br /> 39 <br /> 40 County staff proposes to contract with McAdams to perform the required engineering, <br /> 41 surveying, design, easement plats, permitting and bid administration for this project. The <br /> 42 proposed contract is Attachment 2. <br /> 43 <br /> 44 Commissioner Rich asked if McAdams pays a living wage. <br /> 45 Craig Benedict said he would ask. <br /> 46 <br /> 47 A motion was made by Commissioner McKee, seconded by Commissioner Rich for the Board <br /> 48 to: <br /> 49 1. Approve and authorize the Chair to sign the contract on behalf of the Board, after <br /> 50 review by the County Attorney; and <br />
