6 <br /> 1 Chair Dorosin referred to the idea of the Criminal Justice Resource officer becoming a <br /> 2 department, and asked if the positions described on page 11 of PPT will be part of this <br /> 3 proposed department. <br /> 4 Bonnie Hammersley said yes, this will be a 7-member department. She said this <br /> 5 department would give the Board of County Commissioners a connection to the criminal justice <br /> 6 system. She said the Department Director would be part of the department head community. <br /> 7 Chair Dorosin said this suggestion is an example of how this budget reflects the values <br /> 8 of this community, and its commitment to diversion from incarceration and focus on youth. <br /> 9 Chair Dorosin said the Orange Connect Scholarship Program, which Orange County <br /> 10 offers through Durham Tech, is listed as $200,000. He asked if this is an increase from last <br /> 11 year. <br /> 12 Bonnie Hammersley said yes, this item was budgeted at $100,000 last year. <br /> 13 Chair Dorosin said this is another example of the BOCC making real commitments <br /> 14 based on the communities' interests. <br /> 15 Commissioner McKee said he appreciated the dedication of the ABC funds to a specific <br /> 16 program, as it provides a way to track these funds. <br /> 17 Commissioner McKee referred to the outside agency funding and scoring. He said over <br /> 18 the years there were some concerns about the scoring process, and he is appreciative of the <br /> 19 current scoring mechanism. <br /> 20 <br /> 21 5. Public Hearings <br /> 22 <br /> 23 a. Public Hearing on the Financing of Various Capital Investment Plan Projects <br /> 24 The Board considered conducting a public hearing on the issuance of approximately <br /> 25 $13,600,000 to finance capital investment projects and equipment for the 2016-17 fiscal year, <br /> 26 and to approve a related resolution supporting the County's application to the Local <br /> 27 Government Commission (LGC) for approval of the financing plan. <br /> 28 <br /> 29 BACKGROUND: <br /> 30 County staff estimates that the total amount to be financed for capital investment projects and <br /> 31 equipment will be approximately $13,600,000 including cost of issuance. <br /> 32 <br /> 33 North Carolina General Statutes require that the County advertise and conduct a public hearing <br /> 34 on the proposed financing. A copy of the notice of this hearing as published in The Herald Sun <br /> 35 is provided as Attachment 1. <br /> 36 <br /> 37 After conducting the public hearing and receiving public input, the Board will consider the <br /> 38 adoption of the resolution (Attachment 2). This resolution formally requests the required <br /> 39 approval from the North Carolina Local Government Commission (LGC) for the County's <br /> 40 financing, and makes certain finding of fact as required under the LGC's guidelines. County <br /> 41 staff has been in contact with the LGC staff, and staff expects no issues to receiving LGC <br /> 42 approval. <br /> 43 <br /> 44 If the Board adopts the resolution indicating its intent to continue with the financing plan, the <br /> 45 Board will be asked to consider a resolution giving final approval to the financing plans at the <br /> 46 June 6, 2017 BOCC meeting. <br /> 47 <br /> 48 FINANCIAL IMPACT: There is no financial impact related to this action. However, there will be <br /> 49 a financial impact in proceeding with the financing.
