For fiscal year 2017-18, Orange County received applications from 60 agencies. The <br /> requests totaled $1,887,153, an increase of$710,390 above fiscal year 2016-17. The FY <br /> 2017-18 Manager's Recommended budget reflects total funding of $1,353,401, an increase <br /> of $212,638 from the FY 2016-17 Approved budget. <br /> Please refer to the Outside Agency section (Pages 428-439) of the FY 2017-18 Manager's <br /> Recommended budget for discussion of Outside Agency funding. In addition, see <br /> Attachment 1 for an Outside Agency Report, which includes the Purpose/Mission, Program, <br /> Proposed Services, Performance Measures, and Agency Budget for each Outside Agency. <br /> The report is organized by each agencies' primary function area. The following are the <br /> primary function areas: Arts, Community Services, Food/Nutritional Services, Health, <br /> Housing, Human Services, Juvenile/Adult Justice Services, Mental Health, Senior Services, <br /> and Youth Services. <br /> FINANCIAL IMPACT: There is no financial impact associated with the discussion of Outside <br /> Agencies. Decisions that the Board makes on Outside Agency funding, as part of its discussion <br /> of the Manager's Recommended FY 2017-18 Annual Operating Budget, will have financial <br /> impacts. <br /> SOCIAL JUSTICE IMPACT: The following Social Justice Goals are associated with this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> RECOMMENDATION(S): The Manager recommends that the Board review and discuss <br /> Outside Agency funding, as part of the Manager's Recommended FY 2017-18 budget, and <br /> provide direction to staff, as appropriate. <br />
