In fall 2005, following the adjournment of the NC General Assembly and following the <br />approval of the County's 2005-06 Annual Operating Budget, the NC Department of Juvenile <br />Justice and Delinquency Prevention notified the County of a 2,5 percent reduction in the <br />formula funds for the County Juvenile Crime Prevention Council (JCPC) allocations. The <br />Countys 2005-06 original budget allocated $291,463 in formula funds from the NC <br />Department of Juvenile Justice and Delinquency Prevention for the JCPC. The 2.5 percent <br />reduction in the formula funds resulted in an actual allocation of $283,951 from the <br />Department of Juvenile Justice and Delinquency Prevention, This budget amendment <br />provides for the reduction of budgeted funds in the JCPC account in the amount of $7,512, <br />(See Attachment 1, column #8) <br />9. At its June 7, 2005 meeting, the Board of County Commissioners approved Chatham <br />County's election to transfer an additional $12,177 in their North Carolina Department of <br />Juvenile Justice and Delinquency Prevention funds to Orange County for the administration <br />of services, These funds were applied to various agencies funded through the Orange <br />Chatham Justice Partnership agreement during fiscal year 2004-05, These additional funds <br />were again budgeted in the County's 2005-06 Annual Operating Budget. For fiscal year <br />2005-06, the County's original budget in the Chatham County Reimbursement Juvenile <br />account is $17,194. The County's agreement with Chatham County provides for an <br />intergovernmental transfer of $4,194 for the administration of services through the Orange <br />Chatham Justice Partnership. This budget amendment provides for the decrease of <br />budgeted funds in the Chatham County Reimbursement Juvenile account in the amount of <br />$13,000. (See Attachment 1, column #9) <br />10. At its February 21, 2006 meeting, the Board of County Commissioners approved the <br />allocation of $5,269 from the Critical Needs Reserve to fund a 30 percent match <br />requirement to draw down state Juvenile Crime Prevention Council (JCPC) funds, The <br />.1CPC approved funding far the Mental Health Association of Orange County far the amount <br />of $45,585 to provide parent/family counseling to at-risk and adjudicated youth, The <br />County's current contract with the Mental Health Association as an outside agency totals <br />$2,000 and does not meet the 30 percent match requirement. An additional $5,269 is <br />required to fulfill the state matching requirements, This budget amendment provides for the <br />release of $5,269 from the Critical Needs Reserve to fulfill this requirement. With this <br />appropriation, in addition to the above appropriation in item #7, $183,159 remains available <br />in the Critical Needs Reserve for fiscal year 2005-06.. (See Attachment 1, column #10) <br />FINANCIAL IMPACT: Financial impacts are included in the background information above. <br />RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners <br />approve the attached budget and grant project ordinance amendments. <br />
