2 <br />nepartment on Aging <br />3. The Department on Aging has received donated funds totaling $2,330 this fiscal year for the <br />Eldercare division's Frail Elderly Program. In addition, the program received $4,009 in <br />donations during FY 2004-05, which were not included among the carry forwards that the <br />Board of Commissioners approved on February 9, 2006, These funds will be used to assist <br />at-risk older adults in maintaining their independent living. This budget amendment provides <br />for the receipt of the $2,330 in donated funds during this fiscal year and provides for an <br />appropriation of $4,009 from the County's fund balance to cover the carry forward amount. <br />(See Attachment 1, column #3) <br />Solid Waste Enterprise Fund <br />4. The Solid Waste Enterprise Fund has received funds of $825 from the Glass Packaging <br />Institute. These funds will be used to help offset the cost of advertising in the Independent <br />and Daily Tar Heel newspapers recognizing restaurants and bars that participate in the <br />department's glass recycling program.. This budget amendment provides for the receipt of <br />these funds. (See Attachment 1, column #4) <br />Orange/Chatham Justice Partnership Program <br />5. At its December 13, 2005 meeting, the Board of County Commissioners approved the <br />receipt of Criminal Justice Partnership Program (CJPP) implementation grant funds totaling <br />$163,914 from the NC Department of Correction. Orange County, as fiscal agent for the <br />Orange-Chatham Justice Partnership Advisory Board (OCJP), was advised of the grant <br />award in fall 2005 following the adjournment of the NC General Assembly and following the <br />approval of the County's 2005-06 Annual Operating Budget, The County's 2005-06 original <br />budget allocated $165,221 in grant funds from the NC Department of Correction for the <br />CJPP, This budget amendment provides for the reduction of budgeted funds in the C.1PP <br />grant account in the amount of $1,307. (See Attachment 3, Criminal Justice Partnership <br />Program Grant Project Ordinance) <br />6, Orange County has been awarded C.1PP Reallocation funds in the amount of $3,750, <br />available through June 16th, 2006, from the North Carolina Department of Correction. <br />Orange County submitted the request for reallocated funds on behalf of Freedom House to <br />be used for travel (for counselors) and equipment (2 laptops and 2 cell phones), This <br />budget amendment provides for the receipt of these funds for the above stated purpose, <br />(See Attachment 3, Criminal ,lustice Partnership Program Grant Project Ordinance) <br />7. At its December 13, 2005 meeting, the Board of County Commissioners approved the <br />allocation of $19,739 from the Critical Needs Reserve to offset the state's reduction to the <br />Pre-Trial Release Program. With the General Assembly's approval of fiscal year 2005-06 <br />CJPP legislation there was a significant change. Prior to the new legislation, there was a 50 <br />percent limitation on the amount of CJPP funding that could be allocated to pre-trial release <br />programs. However, newly enacted legislation lowers the limit from 50 percent of total <br />funding to 25 percent, This budget amendment provides for the release of $19,739 from the <br />Critical Needs Reserve to offset the state's reduction to the Pre-Trial Release Program. <br />With this appropriation, $188,428 remains available in the Critical Needs Reserve for fiscal <br />year 2005-06.
