1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 16, 2017 <br /> Action Agenda <br /> Item No. 8-b <br /> SUBJECT: FY 2017-18 Home and Community Care Block Grant for Older Adults Funding <br /> Plan <br /> DEPARTMENT: Aging <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> HCCBG Funding Plan Janice Tyler, Director, 919-245-4255 <br /> PURPOSE: To approve the recommended Home and Community Care Block Grant (HCCBG) <br /> for Older Adults Funding Plan for Fiscal Year 2017-18 for the amount of $592,820, which will <br /> also require 10% matching funds from participating agencies. <br /> BACKGROUND: In 1992 the Home and Community Care Block Grant (HCCBG) was <br /> established under North Carolina General Statute (NCGS) 143B-181.1 (a)(11) to provide a <br /> "common funding stream" for a comprehensive and coordinated system of home and <br /> community-based services and opportunities, for older adults. HCCBG services are available to <br /> persons age 60 and older. <br /> Administered through the NC Division of Aging and Adult Services and the Area Agencies, <br /> HCCBG combines federal and state funds with a local match. Providers typically use a variety <br /> of sources to offer programs such as senior centers, in-home aid services, volunteer <br /> coordination, and congregate meals. The Block Grant gives boards of county commissioners <br /> discretion in budget and administering aging funds. <br /> The attached Funding Plan totaling $592,820 is based upon Orange County's funding for FY <br /> 2016-17 as the Division of Aging and Adult Services has not finalized the allocation for the <br /> upcoming fiscal year. The Department on Aging has budgeted funds for Congregate Meals, <br /> Senior Center Operations, Information/Assistance and Transportation through subcontract with <br /> Orange Public Transportation (OPT). The Department of Social Services will subcontract for In- <br /> Home Aide services and Senior Care, Inc. will provide Adult Day Health services. <br /> FINANCIAL IMPACT: The Home and Community Care Block Grant for FY 2017-18 provides a <br /> total of $592,820 to support a network of aging services throughout Orange County. The 10% <br /> required match is provided through funds already included within Departmental and Outside <br /> Agency operating budgets. <br />
