1
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: May 16, 2017
Action Agenda
Item No. 4-d
SUBJECT: Acceptance of the 2017-22 Orange County Master Aging Plan
DEPARTMENT: Aging and Advisory Board on Aging
ATTACHMENT(S): INFORMATION CONTACT:
2017-22 Orange County Master Aging Janice Tyler, Director, 919-245-4255
Plan Margaret Cohn, Chair, Advisory
Board on Aging
Mary Fraser, MAP Committee Chair
PURPOSE: To review and accept the 2017-22 Orange County Master Aging Plan (MAP).
BACKGROUND: The 2017-22 Master Aging Plan (MAP) marks the fourth cycle of strategic
planning for the Orange County Department on Aging(OCDOA).However, this is the first MAP
based on the World Health Organization/American Association of Retired Persons
(WHO/AARP) Framework for an Age-Friendly Community (AFC). This framework was chosen
after deciding to be the first NC county to work toward becoming an age-friendly community.
The AFC framework contains eight (8) domains of livability that influence the quality of life for
older adults: outdoor spaces and buildings, transportation, housing, social participation, respect
and social inclusion, civic participation and employment, communication and information and
health services.
In addition to these domains several cross cutting issues were addressed throughout the MAP
process. Those included communication and information; the diversity of the older adult
population; the desire for intergenerational opportunities; and also the desire of the older adults
in the community to be included in all solutions.
The goals, objectives, strategies and indicators represent 860 community survey respondents,
and the work of over 200 persons, including Orange County residents, County and Town
leadership, major healthcare systems, faith-based and non-profit services groups and older
adult advocates. All of these stakeholders were involved at different times during the MAP's
development, beginning in summer 2016 with a community needs assessment survey, followed
by five work groups that met over a ten week period and ending in spring 2017 with a period of
public comment.
