ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 2, 2006 <br />Action Agenda <br />Item No. ~~-g <br />SUBJECT: Efland-Mebane Small Area Plan <br />DEPARTMENT: Planning <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Draft of Efland-Mebane Small Area Plan <br />(Under Separate Cover) <br />INFORMATION CONTACT: <br />Craig Benedict, 245-2592 <br />Perdita Holtz, 245-2611 <br />PURPOSE: To receive a report on the draft Efland-Mebane Small Area Plan, <br />BACKGROUND: In December 2004, the BOCC appcinted a citizen Task Farce to assist <br />Planning staff in developing a Small Area Plan for the Efland-Mebane area, The planning area <br />was defined by the BOCC at that time, <br />The Task Force met for a series of ten (10) meetings in 2005 to develop the ideas and <br />recommendations presented in the draft plan, The draft plan was completed by Planning staff <br />in late January 2006 and an internal staff review was conducted. The revised draft plan was <br />mailed tc Task Force members on February 14, 2006 far their review prior to a final Task Force <br />meeting that will take place on February 28, 2006. Further revisions to the draft plan may be <br />done after the Task Force meeting if Task Farce members have comments that should be <br />incorporated, <br />The draft plan contains an Area Analysis, a synopsis of the status of recommendations made in <br />the 1991 Efland Area Study, a discussion on Current Major Issues, and Recommendations on <br />various issues. Recommendations on the following topics are included in the plan: <br />• Water and Sewer Intergovernmental Issues <br />• Land Use Other Recommendations, including: <br />• Transportation o Potential Transfer of <br />• Community Character/Design Development Rights (TDR) <br />Program <br />• Housing o Emergency Shelters <br />• Parks, Recreation and Open Space o Impact Fees <br />• Communications o Historic Preservation <br />
