consider provision for students to walk to future tennis courts and softball fields and include the <br />pedestrian access on the overall site plan. <br />Water /Sewer: <br />Water and sewer services are planned to be provided by the Town of Hillsborough. Orange <br />County Schools will design, construct and pay for connecting to the water and sewer lines; no <br />extensions are needed to serve the school. Once constructed, the lines and pump station will <br />be dedicated to Hillsborough for maintenance purposes. The school will pay all fees associated <br />with their water and sewer service to Hillsborough in accordance with Hillsborough's water and <br />sewer connection policies. <br />Impervious Surface Requirements: <br />The property is located in the unprotected portion of the Lower Eno Watershed and is not <br />subject to impervious surface requirements, other than those imposed by the submitted site <br />plan. <br />Environmental Assessment: <br />An Environmental Assessment (EA) and recommended Finding of No Significant Impact <br />( FONSI) for this project was prepared by Corley Redfoot Zack, Inc. (dated January 2006), The <br />Staff has forwarded the developer's EA and FONSI determination to the State Clearinghouse <br />for comment. The State review period will continue until February 20. To date, staff has <br />received no comment from the State. The applicant's FONSI concludes that the project would <br />result in no significant environmental impact. Based on its review of a revised site plan (dated <br />1/23/06) staff concurs with the conclusion. [An earlier 12/20/05 site plan showed land - <br />disturbing activities adjacent to a stream, and within the required stream buffer. The current site <br />plan relocates all land disturbing activities outside of the stream buffer, as was recommended <br />by staff.] <br />Smart Growth Principles: <br />The proposed school follows smart growth principles in numerous ways, see attached list of <br />smart growth principles adhered to. <br />Fire Police and Rescue: See Findings <br />Articles 8.4.3 and 8.4.4 of the Zoning Ordinance require that the Zoning Officer's <br />recommendation be presented to the Planning Board. The public hearing is the time <br />scheduled for presentation of the Zoning Officer's recommendation. <br />Zonino Officer's Recommendation <br />The Zoning Officer informed the Planning Board that Planning had not, at the time of the <br />Planning Board hearing, received information that would establish grounds for making a <br />negative recommendation on the general standards.
