Session Law 2005-276, Section 28.27 allocated twenty-eight million dollars to the 14 Highway <br />Divisions for economic development transportation projects. Each Highway Division will be <br />allocated an equal share of two million dollars for fiscal year 2005-2006. The NCDOT has <br />developed the following project selection criteria: <br />Economic development transportation projects should contribute to further economic <br />growth and development. Funds in each Division not needed for economic <br />development projects shall be used on spat safety needs to enhance safety, reduce <br />congestion, improve traffic flow, reduce accidents, and for system preservation. Any <br />remaining funds in each Division shall be used on Transportation Improvement <br />Program projects, <br />Right-of-way should be provided at no cost to NCDOT. <br />Utility relocations should be accomplished at no cost to NCDOT. <br />Economic development funds on each project should be limited to $400,000, Waiver <br />of this limitation will be approved by the Board. <br />The Boards may want to hear from staffs and share any relevant information on this issue, <br />No Attachments <br />c) Renovations/Inspections for Historic Structures <br />The Orange County Historic Preservation Commission working in tandem with the Orange <br />County Inspections Division has established a 'Quick Response Team' and demolition permit <br />process to prevent loss of important historic buildings to demolition. A similar process could be <br />discussed with the Town of Hillsborough Historic District Commission. <br />Historic buildings or any existing building can be renovated, altered, reconstructed or repaired <br />under either the North Carolina Building Cade, chapter 24, Volume IX of the Existing Building <br />Code or the North Carolina Rehabilitation Code, The choice of which code best fits the scope of <br />the project is made by the project designer. However only provisions of one code apply, codes <br />cannot be mixed. To date, only the Paliouris Truck Stop has selected the 'Rehab Code' to <br />design their renovation, <br />The Boards may want to hear from staffs and share any relevant information on this issue, <br />No Attachments <br />3. Justice Facilities Update <br />The Justice Facilities Expansion Project has been expanded to include 38,000 square feet, <br />rather than the original 25,000, This was necessary in order to meet the current demands for <br />Sheriff Department and direct Court-related program space. Further, County Commissioners <br />have expressed a desire to limit expansion of the Courthouse to a single phase, Rather than <br />constructing four distinct 25,000 square foot expansion phases over the course of twenty years, <br />as was prescribed in earlier studies, the single 38,000 square foot expansion will be the sum <br />total of expansion at the courthouse, <br />The expansion project will also include two additional elements: development of River Park and <br />the construction of a Farmer's Market, <br />
