2 <br /> Strategic Mobility Formula <br /> Implicit in this process is the application of the Strategic Mobility Formula (SMF), developed as <br /> part of the Strategic Transportation Investments (STI) legislation adopted in 2013. The SMF <br /> uses an updated scoring methodology that institutes some changes to the inputs and weights <br /> used to rank projects for consideration and inclusion in the STIP. Although the development of <br /> this slightly modified methodology has not yet been finalized by the North Carolina Department <br /> of Transportation (NCDOT) Strategic Planning Office of Transportation (SPOT) Working Group <br /> for the SPOT P5.0 process, it is important to note that these changes may have some <br /> implications for many of the projects Orange County has previously submitted and will likely be <br /> submitting in this next iteration of priorities. Further information on the SMF is accessible using <br /> the following weblink: <br /> https://www.ncdot.gov/strategictransportationinvestments/ <br /> SPOT P4.0 (May 2015— January 2017) <br /> Orange County was successful in obtaining funding for five projects through the 2018-2027 <br /> STIP P4.0 prioritization process. Attachment 2 indicates the geographic location of all of the <br /> funded and unfunded projects across Orange County, while Attachment 3 lists the projects <br /> funded as part of the P4.0 process and provides a brief description. <br /> More information on the STIP development as it was implemented in the P4.0 process is <br /> accessible using the following weblink: <br /> https://www.ncdot.pov/download/stratepictransportationinvestments/P4 Fact Sheet.pdf <br /> An interactive map providing all of the projects included in the draft 2018-2027 STIP can be <br /> found at this weblink: <br /> http://ncdot.maps.arcgis.com/home/webmap/viewer.html?webmap=f311 e4eaea4b4a8eabd6d5d <br /> 9cbe3d648 <br /> SPOT P5.0 Schedule <br /> In preparation for the P5.0 process, Orange County is again asked to submit its priority list of <br /> projects to the BGMPO, DCHC MPO, and TARPO for proposed projects contained within each <br /> organization's respective planning area. Based on the State's timeline for the adoption of its final <br /> 2020-2029 STIP, any new projects must be entered between July 5, 2017 and September 15, <br /> 2017. As such, the Orange Unified Transportation Board (OUTBoard) is scheduled to consider <br /> and recommend to the BOCC project lists for BGMPO, TARPO and DCHC MPO at its April 19th <br /> meeting to be forwarded to the BOCC for consideration at its May 2nd meeting. The lists will then <br /> be assessed and prioritized at each MPO and RPO with input from the local jurisdictions. Local <br /> elected officials will have an opportunity to review the list as well. <br /> At the DCHC MPO, its Technical Committee will review and approve the priority project list at its <br /> meeting on May 24th; the MPO Board will be asked to approve the list at its meeting on June <br /> 14th. With this timeline in mind, the deadline to submit a project list is April 17th. At TARPO, a <br /> public comment period on the proposed lists is scheduled to open on May 1St. The public <br /> comment period will close in July and final lists will be approved by the TARPO Technical <br /> Coordinating and Transportation Advisory Committees. The B-G MPO schedule is yet to be <br /> determined. <br />
