Request for Proposals (RFP) #5231 <br /> PURPOSE: To approve a contract with New River Tire Recycling, LLC of Pilot Mountain, North <br /> Carolina for the Loading, Transporting, and Recycling or Disposal of Scrap Tires. <br /> BACKGROUND: Since the early 1990's, Orange County has accepted scrap tires from <br /> residents and businesses within the County per state guidelines. Over time, the tires have come <br /> to be recycled through contractual relationships with outside vendors. Orange County has <br /> averaged recycling 1,048 tons of tires per year for the last four years, equivalent to recycling <br /> approximately 110,000 passenger tires per year. <br /> On March 14, 2017 Orange County received two responses to a February 22, 2017 Request for <br /> Proposals (#5231) for the loading, transporting, and recycling or disposal of scrap tires. Staff <br /> reviewed the two responses, and New River Tire Recycling was determined to have the best <br /> overall proposal. <br /> The proposed contract will be for a five year period with an option to renew for two additional <br /> three-year periods with a cost similar to the current proposed contract. The proposed contract <br /> requires that at least 75% of the collected material be recycled. New River currently recycles in <br /> excess of 75% of materials and strives for zero waste at its facility. <br /> FINANCIAL IMPACT: Funds are budgeted annually for the scrap tire program. A total of <br /> $100,000 is budgeted for the current fiscal year, and $100,000 is included in the proposed Solid <br /> Waste Management Department budget for the 2017-18 fiscal year. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br />
