Highway 56.has been classified as an arterial <br /> in the Orange County Ladd Use Plan. Direct access to this facility is available. from the property in question. <br /> •':- <br /> .'. Arteriale are thoroughfares that provide the best service (shortest <br /> travel tines) to and from important employment, shopping,:educational <br /> and population centers. They are characterized by relatively high <br /> travel speeds with minimum interference to through traffic. <br /> • I <br /> Because of the importance of N:C. 86 as an arterial or "traffic mover", <br /> • care must be taken to protect this function. In 1981, traffic volumes <br /> along this route had reached 4,500 vehicles per day. Given the capacity <br /> of the route (approximately 7,800 vehicles per day) this means that an <br /> excess capacity of approximately 3,000 vehiclea per day remains. <br /> • , <br /> Completion of Wildwood - Phase I across N.C.. 86 from the property in <br /> question Will add an additional 353 trips per day to N. C. 86 I(26 dwelling <br /> units x 9.72. trips/d.u.). Completion of the proposed 112 lot Wildwood- <br /> . <br /> Phase II will and 1,089 trips per day (112 x 9.72). These two developments <br /> 1. <br /> will utilize 452 of the remaining caLJ.ying capacity of the road. <br /> I <br /> If a subdivision of the- property in question occurred at an R-4 density, <br /> • am additional 98 trips per day would be added to N.C. 86 based on an <br /> average trip generation: rate of 9.72, trips per day for medium density <br /> single faMily dwellings. This would have little impact alone but combined <br /> with other developments would, add to the traffic problem. <br /> One means of alleviating the problem is to restrict access to the property <br /> by-way-of ia 6a-foot right-of-way extending from Jasper Lane in Joppa Oaks <br /> SubdivisiOn to N.C. 86. The 60-foot right-ofway enters N.C. 86 across <br /> from the proposed second entrance to Wildwood-Phase II providing controlled <br /> access. to the highway. This can be accomplished through the subdivision <br /> approval process. ' <br /> I <br /> I <br /> Recommendations <br /> Provided the Land Use Plan amendment to Ten Year Transition is. approved, <br /> the- Pi:Inning Staff recommends approval of the requested rezoning for the <br /> following reasons: <br /> I , <br /> 1. The request is in accord with the criteria set forth in the Zoning <br /> Ordinance -for application of the R-4 Residential district. <br /> Z. The Ten Year Transition designation applies to areas suitable for <br /> urban type densities' and provided with public utilities and services. <br /> 1 <br /> 3. The adopted Land Use Plan provides for higher' residential densities <br /> to occur close to activity nodes, such as that designated for the <br /> 1-85/Nd 86 interchange. <br /> 4.
