These issues relate to: <br /> - typical zoning requirements in terms of enforcing buffers, toxic wastes <br /> standards, etc. , and <br /> - specification of techniques under Section 11 - Access and Haul Roads - the <br /> provision specifies a technique, a detail not employed elsewhere in the Orange <br /> Conty Sedimentation and Erosion Ordinance. <br /> The Ordinance should set objectives leaving it up to the developer and the <br /> approval of the administrator to establish a technique to meet the objective. <br /> Ms. Smith noted (relative to Item 1, page 105) that because so many <br /> jurisdictions are involved, it is best to have a uniform standard which could <br /> best be applied to all three watersheds rather than point out one watershed for <br /> protection under a county-wide Ordinance. She stated that there is a need to <br /> set out administrative procedures early rather than wait until the Ordinance is <br /> adopted. <br />
