Based on fairly reliable information, if a Children's Council is <br /> created, then the Council will be able to procure additional foudiog, <br /> Mr. Rob Addelson stated that the Social Services Board has endorsed the <br /> second model with substantial additions at an estimated cost of s5900, <br /> Commissioner willboit noted that the reason for having an independent <br /> department is that it would ■have a greater chance of attracting private funds. <br /> Commissioner Marshall stated that there will be a Children's Council which <br /> would make recommendations to the gauagez, and would negotiate with the <br /> Hospital, the State, the University and other private groups. <br /> In response to Commissioner Lloyd's concern, Dr. Janice Schopler, Chair of <br /> the Social Services Board, noted that if the Children's Council is created, it <br /> will be responsible for priority setting and initial fund raising efforts. <br /> Commissioner Marshall spoke to the crisis at the University and the <br /> Hospital in providing child care for their employees and the Task Force Report <br /> recommendation is that by joining all needs together as well as all resources <br /> we can better meet the needs of everybody. <br /> Dr. Thomas oeotoo, a member of the Board of Social Services, voiced a <br /> concern stating that if a separate agency is created there is no guarantee that <br /> the Department of Social Services will agree to contract with this agency. He <br /> • noted that the Board of Social Services is responsible for $390,000 in federal <br /> funds for day care; that this is a large part of the responsibility of the <br /> Board of Social Services; he empathizes with the needs of the University and <br /> the Hospital, but neither organization has approached the Board of Social <br /> Services in any official capacity to discuss how they may add funding to the <br /> Board's Day Care budget. Be stated that in no way has the Department of Social <br /> Services ever been an official part of the Task Force but stated he would <br /> encourage the Board to give consideration to model #%/ the Board of <br /> Commissioners should let the Social Services Board try and provide this <br /> service. <br /> Commissioner Marshall noted that when the Children's Task Force was <br /> establised, both Mr. Ward and Dc. Schopler were asked to serve. Mr. Ward <br /> refused and Dr. Schopler did not serve, she kept up to date on the progress of <br /> the Task Force, made comments, and the Task Force responded to her comments. <br /> Dr. Schopler represented the Social Service Board in her official capacity as <br /> chair on the ad hoc nommittee, <br /> mc, Ward stated that he was informed by Dr. Schopler that she could not <br /> serve on the Task Force but that staff members should be appointed to serve. <br /> The Board of Social Services appointed a staff member, but that member has not <br /> been allowed to sit on the Task Force. <br /> Commissioner Marshall moved, seconded by Commissioner Willhoit to create a <br /> Children's Council to look into how we can create a department of Children's <br /> Services within the legislation that is presently provided and applying for <br /> funds designated by the General Assembly for the specific purpose of setting up <br /> such agencies, as well as for ]opkioq for funds within the private sector. <br /> VOTE: Ayes, 3; Noes, 2 (Commissioners Lloyd and Walker) . <br />
