These provisions include open
space requiirements, toxic waste monitoring and buffer requirements. Incluion
in the ordinance would shift enforcement of Town Ordinances to the County staff.
4) Due to the !enforcement of the provisionsunder the current arrangement, by county
staff in the Town's Jurisdiction, the need to specify administrative policies an
procedures is critical at this point in time and not subsequent to approval of
changes to the ordinance. These policies and procedures include criteria for ap royal
of plan wafilers; screening of citizen proposals for applicability under the
ordinance; monitoring of sites for enforcement of zoning provisions; identificati.n
and handling of violations and complaints; stop work orders; and appeals of the
decisions of the enforcement officer.
RECOMMENDATION. The Planning Department recommends that the Board consider the proposed change
in light of the above referenced concerns,
Given that the proposed changes to the ordinance must be approved by the State
Soil and Water Comission before the local.ordimance amendments become effective,
staff recommends that the Board send the proposed changes with a statement of the
County•s concerns to the State Commission for consideration and, approval and,
finally, resUbmittal to the County Board of Commissioners for approval.
- ,
- - -
