University Lake is presently the primary water supply for the Carrboro-Chapel <br /> Hill area. I The majority of the lake and the eastern portion of the watershed <br /> :i lie ithin the Town of Carrboro's planning jurisdiction. The remainder lies <br /> within the County's jurisdiction. <br /> Carrboro initially became concerned with the possible degradation of water <br /> quality in University Lake in 1980 during consideration of a Residential <br /> Rezoning StUdy due to non-point sources of pollution. The Town appointed <br /> a Water QuOity Task Force in May, 1981, following the completion of the <br /> "r. Orange County Mater Resources Task Force Report in that same month fulminating <br /> two years of work by the County Task Force. The Carrboro Task Force was <br /> appointed tio,recommend measures to reduce non-point source pollution and to <br /> formulate specific regulations for development in the watershed which would <br /> ,?. supplant the imposed five acre minimum lot size In effect. in November, 1982 <br /> "i. the CarrborO Water Quality Task Force Report was completed, <br /> Following considerable public debate about the recommendations of the Report <br /> ii.. and revision of the provisions;the Carrboro Board of Aldermen held a public <br /> '2'... hearing on the matter and approved the Report on September T3, 1983 pending <br /> approval oflthe proposed revisions to the Orange County Sedimentation and <br /> Erosion Control Ordinance by the Board of Commissioners. <br /> 1-; I , <br /> INLPACT: The proposed watershed protection plan for University Lake includes the <br /> following modifications and addition to the adopted Orange County Sedimentation <br /> -' <br /> e and ErotionlContol Ordinance: <br /> ADDITION: . Sections 2.1 and 2.2 - Findings of Fact and Objectives <br /> H <br /> comment: The proposal specifies requirements applicable to one portion <br /> of the County as opposed to the county-wide application under <br /> , which the ordinance was adopted.
