The Agency agrees to post in a conspicuous place avilable to employees and applicants for employment, notices to be provided setting forth the provisions of this non-disciimination clause. The Agency will in all solicitations or advertisements for subcontractors or employees placed by or on behalf of the Agency, state that all qualified applications will receive consideration for employment without regard to race, color, religion, sex, age, or national origin. The Agency will cause the foregoing provisions to be inserted in all subcOntracts for any work covered by this contract so that sucb provisions will be binding upon each subcontractor provided that the foregoing provisions shall not apply to subcontracts for less than $10,000.00 (b) The Agency shall keep such records and submit such reports concerning the racial and ethnic origin of applicants for employment and employees as COG or the Concerned Funding 'Agency may require. (c) The Agency agrees to comply with such rules, reguIati ns or guidelines as COG or the Concerned Funding Agency may issue to implement the requirements of this paragrapri. 21.1 Compliance with Cost of Livin• Council. The Agency Jertifies that it is and will remain in compliance with applicable regulations and standards of the Federal Cost of Living Council in establishing wages and prices. The submittal" by the Agency to COG of an invoice or voucher for property', goods or services furnished under this contract shall cc)nstitute a certification by the Agency that amounts to be paid do not exceed maximum allowable levels authorized by the Cost of Living Council regulations and standards. 22. Shames. COG may require changes in the work and services which the Agency is to perform hereunder. Such changes, including any increase or decrease in the amount of the Agency's compensation which are mutually agreed upon by and between COG and the Agency, shall be incorporated in
