The Policy further provides that abOve-the-minimum <br /> appointments will be based on factors such as the following: <br /> 1. 4alifications of the applicant being higher than the desirable eduCatlon <br /> and experience for the class. <br /> - Mr. James Blevins possess an ; Limited Electrical Contractor's <br /> License which qualifies him to test for the Level:III Electrical <br /> Inspector Certification,. In addition, he has 22 years of experience <br /> as an Electrician and one year of experience as an Electrical <br /> Inspector with the County. All other applicants would require <br /> extensive training on the job, <br /> 2. S i rtage of qualified applicants available at the minimum step. <br /> - A total offenapplicants were received after extensive recruitme t. <br /> Of the ten, six applicants met the minimum education and experie ce <br /> and three of the six withdrew from the process immediately becau e <br /> of salary limitations. <br /> 3. Refusal of qualified applicants to accept employment at the minimum ste . <br /> - The best applicant for the position declined the employment offet <br /> on the basis of salary. <br /> . . <br /> IMPACT: The position has been vacant for five months, therefore, funds are available <br /> to offset this cost. <br /> RECOMMENDATION(S): o approve the above-the-minimum appointment for Mr. James Blevins <br /> at Salary Grade 67 Step 4B - $18,774. <br />
