2J <br /> certified copy I shall be sent by mail, or otherwise, to the appellant. <br /> 16.4 Every decision of the Board shall be subject to review by proceedings <br /> in the nature of certiorari instituted within fifteen (15) days of the decision of the <br /> Board, but not otherwise. <br /> 16.5 During the time allowed for the filing of an appeal to the Board or <br /> for the filing of a petition for writ of certiorari, but not more than thirty (30) <br /> days after the issuance of an order by the Inspector or the rendering of a decision <br /> by the Board whichever is applicable and whichever is later, any person aggrieved <br /> by the order or decision may petition the Superior Court for a temporary <br /> injunction restraining the Inspector pending final disposition of the cause as <br /> provided in Article 16.1 or 16.4 hereof. <br /> Article 17. Methods of Service of Complaints and Orders. Complaints and <br /> orders issued by the Inspector shall be served upon persons either personally or by <br /> registered or certified maiL If the whereabouts of such persons are unknown and <br /> the same cannot be ascertained by the Inspector in the exercise of reasonable <br /> diligence, the Inspector shall make affidavit to that effect, and the serving of <br /> such complaint or order upon such person may be made by publishing of same at <br /> least once rio later than the time at which personal service would be required <br /> under the proVisions of this ordinance in a newspaper having general circulation in <br /> the county. Where service is made by publication, a notice of the pending <br /> proceedings shall be posted in a conspicuous place on the premises affected by the <br /> complaint or order. <br /> Article 18. Violations; Remedies and Penalty. <br /> 18.1 The owner of any dwelling or dwelling unit who fails to comply with <br /> an order issued by the Inspector pursuant to Section 15.2 of this ordinance from <br /> which no appeal has been taken, or falls to comply with an order of the Board of <br /> Adjustment following an appeal, shall be guilty of a misdemeanor. Each day that <br /> any such failure to comply with such order continues shall constitute a separate <br /> and distinct offense. <br /> 18.2 If the owner of any dwelling or dwelling unit fails to comply with an <br /> order issued by the inspector pursuant to Section 15.2 of this ordinance from which <br /> no appeal has been taken, or fails to comply with an order of the Board of <br /> Adjustment following an appeal, then the Inspector may cause such dwelling or <br /> dwelling unit to be vacated and closed; and may cause to be posted on the main <br /> enteranee of any dwelling so closed, a placard with the following words: "This <br /> building is unfit for human habitation. The use or occupancy of this building for <br /> human habitation is prohibited and unlawful." If a person removes a notice that <br /> has been affixed to a dwelling or dwelling unit by the inspector, that person is <br /> guilty of a misdemeanor. <br /> 18.3 Occupancy of a dwelling or dwelling unit posted or placarded as <br /> provided in Section 18.2 of this ordinance shall constitute a misdemeanor. Each day <br /> that such occupancy continues after such posting or placarding shall constitute a <br /> separate and distinct offense. <br /> 18.4 Whenever a violation is denominated a misdemeanor under the <br /> provisions of this ordinance, the Inspector, either in addition to or in lieu of other <br /> remedies, may initiate any appropriate action or proceeding to prevent, restrain, <br /> -1 1- <br />
