Article 3. Minimum Standards of Fitness for Dwellings and Dwelling Units.
<br /> 3-1 Every renter-occupied dwelling and dwelling unit shall comply with all
<br /> of the minimum housing standards established by this ordinance.
<br /> 3.2 No person shall let any dwelling or dwelling unit which does not
<br /> comply with lall of the minimum housing standards established by this ordinance.
<br /> Article 14. Minimum Standards for Structural Conditions. The following
<br /> standards shall constitute the minimum standards for condition of a dwelling or
<br /> dwelling unit
<br /> 4.1 All foundations, foundation walls, piers or other foundation supports;
<br /> all exterior viyalls, interior structural walls, joists, rafters, sills and other structural
<br /> members shall be maintained in sound condition and good repair, free of decay,
<br /> rot, deterioration, or damage and capable of supporting the load which normal use
<br /> would cause to be placed thereon.
<br /> 4.2 All roofs, flashings, exterior walls, basement walls, foundation walls,
<br /> floors, doors, hatchways, windows and any other part of a dwelling exposed to the
<br /> weather shall be constructed and maintained so as to be waterproof and
<br /> weathertight.
<br /> 4.3 The ground shall not be used as a floor nor shall any wood floors be
<br /> placed on the ground.
<br /> 4.4 Jivery outside and inside stair or steps, porches, landings, and other
<br /> parts or appurtenances shall be kept in sound condition and good repair, free of
<br /> holes, cracks; grooves, splinters, and other ramshackle and tumble down conditions
<br /> as may increase the hazards of collapse, tripping, falling, rodent or pest
<br /> infestation, fire, or otherwise endanger the health or safety of the occupants.
<br /> 4.5 Every floor, interior wall or partition, and ceiling of all rooms, closets
<br /> and hallways shall be finished and covered with suitable materials and maintained
<br /> in a clean and sanitary condition free of dirt, grease, oil, and peeling and flaking
<br /> paint.
<br /> 4.5.1 All interior surfaces and all exterior surfaces which are aecesible to
<br /> children under the age of seven (7) years which are covered with lead-based paint
<br /> which is loose, cracking, scaling, peeling, chipping, or flaking shall be treated or
<br /> covered as follows:
<br /> (al) Surfaces to be treated must be throughly washed, sanded, and
<br /> scraped or wire brushed so as to remove all loose, cracking, scaling, peeling,
<br /> chipping and flaking paint and then repainted with at least two (2) coats of
<br /> a suitable nonleaded paint.
<br /> (b) Surfaces to be covered shall be free of any loose, cracking,
<br /> scaling, peeling, chipping, and flaking paint and then covered with gypsum
<br /> wall board, plywood, drywall, plaster, or other suitable material.
<br /> 4.6 Efery dwelling shall be provided with exit facilities adequate for the
<br /> safety of the occupants as provided in the North Carolina State Building Code.
