BOARD OF cavisnomms <br /> 1100 k December 5, 1983 <br /> „fil A <br /> The Orange County Board of Commissioners met in regular session on Monday, <br /> December 5, 1963 at 7:30 p.m. in the Corrnissioners Room of the Orange County <br /> Courthouse, North Carolina. <br /> Cormissioners Present: Richard E. Whitted, Chairman, and Comissioners <br /> Ben Lloyd, Shirley Marshall, Norman Walker and Don Willhoit. <br /> A. FOARD CO:` <br /> Commissioner Whitted deleted item "8" and added a response to a letter <br /> from Ann Sanford. <br /> B. ElinaaCaliEllrS <br /> None <br /> C. 11.0.'" X- % _ZATION <br /> The first Monday in December is designated for Board organization. <br /> Commissioner Whitted announced that he will not be a candidate for reelection <br /> of Chairman of the Board for 1984. A vote, by ballot, for Chair indicated <br /> three (3) votes for Don Willhoit, (Marshall, Whitted, Willhoit) and two (2) <br /> votes for Norman Walker, (Lloyd, Walker). A vote, by ballot, for Vice-Chair <br /> indicated three (3) votes for Shirley Marshall, (Marshall, Whitted, Willhoit), <br /> and two (2) votes for Ben Lloyd, (Lloyd, Walker). Commissioner Don Willhoit <br /> commended Richard Whitted for an outstanding job and vowed to follow his <br /> eample in chairing the meeting in a fair and impartial wanner. <br /> D. APROUTNEET nF MAWER Arlin ATToRITY <br /> Commissioner Whitted moved that Nen Thompson be reappointed County Manager <br /> for 1984. This motion was seconded by Commissioner Marshall. VOTE: Unanimous. <br /> Commissioner Whitted moved, seconded by Courdssioner Marshall to retain <br /> the firm of Coleman, Bernholz, Dickerson, Bernholz, Gledhill, and Hargrave for <br /> 1984. <br /> Pending a study of a full-time attorney versus part-time, Commissioner <br /> Lloyd moved this item be tabled until the study is complete. Commissioner Lloyd <br /> said that he believed from the discussion held on June 21, 1984, that a study <br /> was to have been prepared and this would be the approximate time for the study <br /> to be put in front of the Board. Commissioner Whitted said that there had not <br /> been a consensus and he had not agreed to do the study. Chairman Whitted noted <br /> that the Board had not asked for a study to be done by the administration and <br /> he had not requested them to do one. Commissioner Walker seconded. VOTE: <br /> Ayes, 2; Noes, 3 (Commissioners Marshall, Whitted, and Willhoit. VOTE ON THE <br /> ORIGINAL MOTION ON THE FLO)R: Ayes, 3; Noes, 2 (Commissioners Lloyd and <br /> Wlker). <br /> F. BERT <br /> Ms. Margaret B. Pollard, Chair of Wake Opportunities, Inc., eupressed <br /> appreciation for the Head Start Program in Orange and Chatham Counties. She <br /> stated her willingness to discuss the program or any suggestions to further the <br /> development of the program. <br /> Commissioner Willhoit introduced a letter from Ann Sanford, Director of <br /> the Outreach Project for the Chapel Hill-Carrboro area, in which they are <br /> proposing a model demonstration program of mainstream intervention services <br /> which intergrates handicapped with non-handicapped children.
