They are characterized by relatively high tray..1 <br /> spee I s with minimum interference to through traffic • <br /> Because of the importance of Weaver Dairy Road as an arterial or "traff' <br /> 1 <br /> mover", care must be taken to protect this function. In 1982, trafEic <br /> volumes along this route had reached 3,100 vehicles per day. Given the <br /> 1 <br /> capacity of the route (10,500 vehicles per day) this means that an exce-s <br /> capacity of approximately 7,400 vehicles per day remains. <br /> Completion of the proposed development will result in an additional 1,41 <br /> trips per day. This is based on an average trip rate of 4.97 trips per <br /> day for high-density residential dwellings. The addition of 158 units <br /> under the requested rezoning would add an additional 1,536 vehicles per . <br /> day. This development would thus utilize 20% of the remaining carrying <br /> capacity of Weaver Dairy Road. <br /> I . <br /> Chapel Hill's adopted thoroughfare plan calls for the widening of Weave. <br /> Dairy Road to a 65-foot crass section (five lanes) with curb and gutter <br /> Theylhave been requiring developer ' to be responsible for one-half thi- <br /> section along the development frontage. Under a straight rezoning requ,st, <br /> thisIwould not be possible but would under a Planned Development approa.h. <br /> Only if the development involves the subdivision of the property would his <br /> be required. <br /> I . <br /> 4. The full range of urban services exist or are proposed at the time of e <br /> development including fires, police, recreation, education, commercial • d <br /> cultural activities. <br /> Fire,Protection: Fire protection for the property in question would be <br /> provided through the New Hope Rural Fire District (New Hope Fire Depar ent). <br /> The fire station is located approximately 3.00 miles from the site. Response <br /> time in the event of a fire would be approximately 5-6 minutes. If anne -d <br /> by the Town of Chapel Hill, the site would be served from Fire station ‘‘c1.4 <br /> on NIC. Highway 86. That station is approximately 0.5 miles from the s te. <br /> r <br /> Response time would be approximately 1-2 minutes. <br /> Police Protection: Law enforcement protection would be provided by the <br /> Orange County Sheriff's Department. The site falls within Patrol Area 1 <br /> which is patrolled on a 24-hour basis (3 shifts-one deputy per car). <br /> Recration: The Land Use Intensity System which is applicable to R-5 <br /> Residential developments requires the provision of 1.75 acres of recrea ion <br /> area. This space must be improved for the common recreational use of <br /> residents of the development. The space may beeither publicly or priva ely <br /> owned. In the former situation, opportunities exist for dedication of <br /> the 'space to Orange County. If privately owned, provision should be <br /> made! for the improvement of the space and its continued maintenance <br /> • through a homeowner's association. Existing recreation facilities and <br /> 1 <br /> programs are available to serve the future residents of the development <br /> Thes are provided by the Orange County Recreation Department. Since th s <br /> prop rty borders the Town of Chapel Hill, annexation would make the fac litie <br /> of the Town available.
