Stafidards for
estimating traffic generation, water consumption, sewage flow and school student Popula.ion
were ther, applied t ' ascertain the effect of the project on thoroughfares, public utili y
systems and schools.I These calculations are shown on the accompanying table and discus-ed
in the "Application Criteria" section.
APPLICATION CRITERIA
The R-4 zoning distrlict is one of three (3) districts designated as low and medium dens ty
residential district ". The purpose of such districts is to provide locations for low , d
moderate intensity residential development and supporting recreational, community, .
service or educational uses in areas where urban services are available, or are to be
provided as part of the development process.
Section 4.3 of the Zoning Ordinance states that the district designations will usually •e
applied where the following conditions exist:
1. Designated by the adopted Land Use Plan as a Transition Area which
can reasonably be annexed by a municipality in the ensuing 10-20 years.
Staft Comment: The Land Use Plan has designated this area as a 10-Year
Transition Area. It is reasonabit. to assume that the
Town of Hillsborough would annex the area within 10-20
years.
2. Water and sewer lines should exist at site or be assured of installation
as part of the development process.
Staff Comment: According to Clarence Rosemond, Water-Sewer Superintendent
for the Town of Hillsborough, water service is available
by-way-of a two-inch main. This line, however, should be
upgraded to a six-inch line in order to provide fire hydrants
(fire protection) in the area. Sewer service can be made
available by either installing a force main or by relying
on a gravity flow system. The developer would have to bear
the cost of extensions of water & sewer facilities.
. .
