. . <br /> 12 <br /> Site Planning..- External Relationship <br /> 1. Access to the PD-PWI shall be directly from a road <br /> designated as either a collector or an arterial in the <br /> .', <br /> Orange County Road Classification System. The developer <br /> must show that the existing facilities are adequate to <br /> handle the proposed weight and amount of traffic or has <br /> an agreement with NCDOI to upgrade the facility to accommod-te <br /> :,- expanded needs. <br /> 2. Principal vehicular access to the district shall be designe. <br /> to encourage smooth traffic flow and controlled access to t e <br /> site. Merging and turning lanes, frontage streets, and/or <br /> traffic dividers shall be required where existing or antici.ated <br /> heavy traffic flows outstrip the ability of the existing <br /> facilities to handle the traffic volume. <br /> 3. Orientation of the permitted uses, structures and outside <br /> storage areas shall be away from adjacent residentially <br /> zoned property. Outside storage areas shall.be screened <br /> from the view of residential areas and from public street <br /> rights-of-way. <br /> .. 4. Pedestrian access shall be provided at suitable locations <br /> within the district. Such access shall be separated from <br /> vehicular access points in order to reduce congestion and <br /> hazards. <br /> 5. External yards with a minimum width of 50' shall be provided <br /> along all exterior and interior property lines in the district. <br /> Landscaping and use of such yards shall be as provided below: <br /> a) No structures are allowed within the 50' yard area <br /> except necessary access drives to the site and one (1) <br /> sign identifying the use. <br /> b) Landscaping sufficient to provide visual screening of <br /> parking areas and outside storage areas shall be provided <br /> in the 50' external yard area. <br /> c) Existing vegetation may be used and is encouraged in fulfill- <br /> ment of the screening requirement, provided that sufficient <br /> visual screening is obtained. <br /> d) Where deemed necessary for protection of adjacent propert <br /> against the adverse impact of noise, lights, or undesirab e <br /> views, fences, walls or berms of an appropriate character <br /> shall be required. <br /> 6. Sewage disposal proposed for the district shall be appropriate <br /> for the use. If public. sanitary sewage facilities are to be <br /> used the extension of the lines shall be approved by the Sta e <br /> Department of Environmental Management. If on-site sewage <br /> disposal is proposed, theqStem must be approved by the <br /> appropriate agency. Community sewage disposal facilities sh 11 <br /> be approved by the State Division of Environmental Health. <br /> Inteteal Relationship <br /> In general, the plan shall provide a unified and well organized <br /> arrangement of buildings, service areas, parking and pedestrian <br /> and landscaped common areas providing for maximum comfort and . <br /> convenience of visitors and employees. The plan shall also <br /> minimize the area disturbed in site preparation and final paved <br /> or impervious surfaces on the site. The preservation of water <br /> quality is of extreme importance and the site design shall <br /> minimize storm water runoff, encourage sheet drainage and infil- <br /> tration and provide measures to assure no lessening of water <br /> quality. <br /> 1.
