Sedimentation and erosion control programs be adopted <br /> and enforced by the counties of Alamance, Chatham, Durh4m, <br /> and Granville, and the cities of Burlington, Durham, <br /> Graham and Pittsboro. <br /> b. Local governments with existing sedimentation control <br /> programs evaluate the effectiveness of their programs i <br /> these watersheds . <br /> D. URBANIZING AREAS <br /> New development in the watersheds contributes to water quality <br /> Problems by increased stormwater runoff and wastewater treatment <br /> systems. he closer the land use activity is to the reservoir, <br /> the greater the relative impact on water quality; therefore, more <br /> control is necessary. <br /> 1 . STATE ACTION <br /> NRCD r commends that : <br /> a. Water Quality Critical Areas of the Jordan and Falls <br /> Lakes be delineated and development in these areas be <br /> subject to higher levels of control . <br /> b.
