UNIFORM JOINT RESOLUTION <br /> ON THE PROTECTION OF <br /> FALLS AND JORDAN WATERSHEDS <br /> WHEREAS, the Falls and Jordan Reservoirs represent a combined public <br /> investment of over $305 million with estimated benefits for such uses as <br /> recreatiOn, water supply, and flood control totalling $22 million each <br /> year; and <br /> WHEREAS, the addition of phosphorus, sediment, metals, toxics and <br /> other pollutants will seriously affect the quality of the Reservoirs for <br /> their intended public uses; and <br /> WHEREAS, the sources of these pollutants are wastewater treatment <br /> facilities, stormwater runoff, and urban and rural erosion from land in <br /> each respective watershed; and <br /> WHEREAS, the North Carolina Department of Natural Resources and <br /> Community Development (NRCD) has the authority and responsibility to <br /> regulate water quality from point sources such as wastewater treatment <br /> facilities and local governments have the authority and responsibility to <br /> regulate activities which affect the health, safety and welfare of <br /> citizens within their jurisdictions; and <br /> WHEREAS, the Environmental Management Commission of NRCD has adopted <br /> water quality classifications for the reservoirs to protect the waters for <br /> water supply, recreation, and other uses, and has designated the <br /> reservoilis as Nutrient Sensitive Waters for phosphorous control; and <br /> WHEREAS, the timing and degree of phosphorus removal required for <br /> wastewater treatment facilities in the watersheds can be affected by the <br /> actions of local governments to reduce phosphorus from other sources; and <br /> WHEREAS, the control q phosphorus through stormwater or nonpoint <br /> source management can protectfthe Reservoirs from other pollutants such as <br /> sediment,Imetals, and toxics; and <br /> WHEREAS, local governments have been working through the <br /> Falls/Jordan Watershed Steering Committee to develop a plan of action <br /> based on a partnership between local and state governments to protect the <br /> water quality in general of the Reservoirs; <br /> NOW, THEREFORE, BE IT RESOLVED THAT, the NRCD states its strong <br /> support of the State/Local Action Agenda for the Falls and Jordan <br /> Watersheds as attached, and further states its committment to implement <br /> • <br /> those actions specified as State Action; <br /> ] <br />
