North Carolina Department of Natural
Resources &Comm- unity Development
James B. Hunt, Jr.,Governor Joseph W. Grimsley, Secretary
November 4, 1983
•
Mr. Richard Whitted, Chairman
Orange County Board of Commissioners
P.O. Box 640
Hillsborough, NC 27278
Dear Mr. Whitted:
Thanks to a concerted and coordinated effort between many local and
state pe'ople, a workable State/Local Action Plan for the Falls and Jordan
Watershels is now a reality. Significant steps have been taken in a very
short time because of your leadership as an elected official and your
commitme6t to protecting these valuable reservoirs.
As presented and discussed at our October 7th meeting, the
Fails/Jordan. Action Plan received the concurrence and support of the
Steering Committee. A report was made to the Environmental Management
Commission on October 13th on the progress made by the Steering Committee
and on the Action Plan. The Commission acted on two very important
recommendations of the Steering Committee. First, although the A II
classification for Falls and Jordan was adopted, withdrawals for drinking
water from Jordan will not be approved until it has been determined that
the water is safe to drink. Secondly, the timing and degree of phosphorus
reductign from existing wastewater treatment plants will be affected by
the adoption of local actions concerning phosphorus and water quality.
To further demonstrate our state and local commitment, I am asking
that your local governing board adopt the uniform joint resolution which
is enclosed. Important work is already underway on several of the
elements of the Falls/Jordan Action Plan and the joint resolution will
clearly state our intentions to pursue this partnership. I would be very
pleased to have uniform joint resolutions from each governing board in the
watershed by December 1983, if at all possible.
I have scheduled a meeting of the Falls/Jordan Watershed Steering
Committee for December 1, 1983 at 10:00 a.m. in the offices of Triangle J
Council of Governments. At this time, we will, hear reports on the
implementation of items in the Action Plan. Of particular interest will
be the state's efforts in toxics and a pollution prevention pays program,
as well as work on defining Water Quality Critical Areas.
P 0 Sox 27687 Flaleigh,North Carolina 27611-7687 Telephone 919 733-4964
An Equal Opportunity Affirmative Action Employer
