034 <br /> PROPOSED LAND USE PLAN <br /> The proposed area plan for the Harmon Young study area outlines key <br /> areas for proposed change as follows: <br /> o extend the Ten Year Transition area south of <br /> Oakdale Drive to include lots adjacent to Old <br /> NC 86 on the east side as well as the entire <br /> area to the west of Old NC. 86.to reflect ex- <br /> pected development pressures associated with <br /> the presence of 1-40 and the tnterchange' to the <br /> immediate southwest of the study area. <br /> go Designated existing residential development, in- <br /> cluding Joppa Oaks, Byrdsville, Orange Mobile <br /> Extates, and Colonial Hills, as well as the <br /> undeveloped area between Old NC. 10 and US 70 <br /> Business east of NC 86 as Ten Year Transition <br /> Area due to existing and preferred development <br /> patterns in the area. <br /> o Designate the undeveloped area to the east of <br /> the extraterritorial jurisdiction of the Town <br /> and south of 1-85 as Twenty Year Transition due <br /> to the liklihood of the area developing subse- <br /> quent to the 'Wildwood tract and thesrelatiNU *as, <br /> at which the'area can receive public sewer and <br /> water service. Retain the Twenty Year Transition <br /> designatron for the area north of US 70 Business <br /> with the exception of the southeastern corner n <br /> located in a different drainage area. <br /> o Refine the Commercial Transition Activity Node <br /> REVISION to a Commercial-Industrial Transition Activity <br /> *REVISION Node to allow industrial, as well as commercial <br /> development. The area immediately south of the <br /> railroad track is also included due to the loca- <br /> trona' advantages of that portion of the tract. <br /> o Improvement of both NC 86 and Old NC 86 to reflect <br /> development pressures expected in the area and, <br /> particularly for. the latter, the presence of 1-40. <br /> o Provide an access road between NC 86 and Old NC 86 <br /> to facilitate vehicular circulation south of Hills- <br /> borough and 1-85. <br /> Further Detailed Studies Needed <br />
