Though plan designations were made for the areas within the <br /> extra-territorial planning jurisdiction of Hillsborough, this area is under <br /> the Townls jurisdiction and not subject to County regulation. The Ten Year <br /> Transition Area, however, generally corresponds with the Town's extra-terni <br /> tonal panning jurisdiction and was so designated to reflect expected deve <br /> opment at urban densities and with urban uses. <br /> In addition, the' Land Use Plan determines the zoning districts that may be <br /> applied to a specific site within each designated plan area. This is <br /> particularly relevant for undeveloped property because all undeveloped <br /> property in the County is presently zoned R-1 , low density residential , <br /> and is not pre-zoned for any other use. PID <br /> The existing Land Use Plan for the HB-4 Harmon Young activity node study ar <br /> is basedlon the following major elements: <br /> o- The Town of Hillsborough's extraterritorial planning <br /> jurisdiction is the designated Ten Year Transition <br /> Area for immediate and near future residential devel- <br /> opment at urban densities. In addition, the areas <br /> associated with Cornwallis Hills and Wildwood devel- <br /> opments within the County's jurisdiction are also <br /> designated for urban-type residential development. <br /> 0 Residential development at urban densities will occur <br /> much later in the development pattern in the areas to <br /> the east of NC 86 and north of the Southern Railroad. <br /> lo The remainder of the study area is' considered appro- <br /> priate for low density rural residential development. <br />
