02 <br /> Pg.20 <br /> GOALS - OBJECTIVES - RECOMMENDED ACTIONS <br /> OnJanuary 4, 1983, the Board of County Commissioners directed the Planning <br /> Department to review and revise the adopted Land Use Plan for the HB-4 <br /> Harmon Young Commercial Transition activity node within six (6) months, <br /> due to increased development pressure in and around the activity node. <br /> Since the Commissioners directive, the Planning Department has held <br /> a, serieslof Township Advisory Council meetings and public meetings for <br /> the residents of the area within the- jurisdiction of the County. Through- <br /> out the months of June, July and August, three (3) Township Advisory <br /> Council meetings were held.with- the Hillsborough TAC, two held jointly <br /> with the Eno TAC. Four (4) public meetings were held following notifi- <br /> cation by letter and in the local newspaper of all property owners in <br /> the study area.under the County's jurisdiction. The meetings were held <br /> to inform the residents of the purpose and scope of the study, to review <br /> the results of the community survey mailed to each resident of the study <br /> area Fri the County's jurisdiction, to consider development problems and <br /> concernsland draft goals and objectives and to discuss the proposed and <br /> preferred-plam alternatives.. <br /> Based on the base information, input from the local residents and the <br /> results of the community survey the following goals, objectives and <br /> recommended actions are proposed: <br /> Land Use. and Zoning GOAL: To protect the integrity of the <br /> residential areas while recognizing <br /> the locational advantages and <br /> • opportunities for non-residential <br /> development of the area. <br /> Objectives: To allow low density, low impact non-residential development <br /> of the area including commercial and industrial uses. <br /> To provide effective physial buffers between residential and <br /> non-residential uses and major thoroughfares. <br /> To encourage neighborhood and regional oriented commercial <br /> commercial activity in the area. <br /> Recommended <br /> Actions: Approve only those rezoning requests which will not be <br /> detrimental to the overall development of the area. <br /> ADD Debelop and enforce buffer, setback and screening requirement <br /> between uses and along thoroughfares. <br /> Encourage non-residential development which will make good <br /> jobs locally available to the residents of the area.without <br />
