In the Harmon Young study area, th <br /> road system serves two functions: <br /> .traffic movement <br /> .land access <br /> For an individual , the performance and adequacy of the road system is ev <br /> by objectives!I such as speed, convenience, safety and cost. For the county as <br /> whole,eveluatipn is based on broader objectives such as the impact on the econ <br /> growth protenitial for an area and whether the existing character of the area <br /> disturbed. <br /> The Harmon Young Study area contains a relatively adequate road network. <br /> This network is comprised of roads classified as interstate (1-85 and Propose <br /> arterials (NC 86, old 86, and US 70); and collectors (old NC 10, SR 1006 Oran <br /> Grove Road) . The classification system used describes roads according to the <br /> of service. In general , the higher the road classification, the more intensi <br /> service provided; that is the greater the access provided to large land areas <br /> within longer distances. Lower road classifications indicate the primary ser <br /> provided by the road . is access to individual land uses and access to roads se <br /> a traffic movement function. <br /> interstate and arterials are designed to provide the best service and sh <br /> travel times linking employment, shopping, education and population centers. <br /> roads provide, area with access to arterial and interstate roads. All other r <br /> are classified as local roads which provide the least intensive traffic moverr <br /> the greatest land service. <br /> There are three major areas in the study area that presently are not ser <br /> by the road system. This is due primarily to absence of development in the a <br /> These areas include the area south of 1-85 between NC 86 and Old 86; the area. <br /> between 1-85 and US 70 bounded by Old 86 and the Colonial Hills subdivision, <br /> the area loc ted south of the Eno River outside of the Hillsborough extraterr <br /> planning jurisdiction in the north eastern corner of the study area. <br /> The proposed 1-40 corridor will link 1-85 near Hillsborough to the exist <br /> 1-40 terminus at the Research Triangle Park. Where this route crosses orange <br /> access to other employment certers such as Durham, Raleigh, Chapel Hill and F <br /> Triangle Parki will be improved, thus increasing development pressures at the <br /> interchanges. <br /> Between 'Chapel Hill and Hillsbor©ugh,four interchanges will be sited: (1 <br /> and Weaver Dairy road, just north of Chapel Hill ; (2) New Hope Church Road, j <br /> east of NC 86; (3) Old 86 just south of..
