i observation of a dog running at large or off the premises of its owner or keeper <br /> I and not undei, the control of a competent person, said officer shall impound said <br /> dog. <br /> Upton an Animal Control Officer's receipt of a complaint that a dog is <br /> I running at large or is off the premises of its owner and not under the control of <br /> a competent; person, said officer shall investigate said complaint and upon a <br /> finding that there is probable cause to believe a violation has occurred, shall <br /> take any action provided for by this ordinance or any State law as the <br /> 5 <br /> circumstances may require. <br /> Section XII. It shall be unlawful for an owner or keeper to permit an <br /> animal or animals to create a nuisance, or to maintain a nuisance created by an <br /> animal or aniTnnts. Compliance shall be required as follows: <br /> a <br /> A. When an animal control officer or law enforcement officer <br /> observes a violation, the owner or keeper will be provided written notification of <br /> such violation i and be given forty-eight (48) hours from the time of notification <br /> ts to abate the Ouisance. <br /> 13. Upon receipt of a written detailed and signed complaint alleging <br /> that any persoin is maintaining a nuisance as defined in this ordinance, the Health <br /> 8 Director shall I cause the owner or keeper of the animal or animals in question to <br /> , be notified that a complaint has been received, and shall cause the situation <br /> complained oft to be investigated and a report and findings thereon to be reduced <br /> to writing. I <br /> C. I If the written findings indicate that the complaint is justified the <br /> Health Directcir or person duly authorized by the Health Director shall cause the <br /> owner or keeper of the animal or animals in question to be so notified in <br /> writing, and stall order abatement of such nuisance within forty-eight (48) hours <br /> -9- <br />
