DRAFT <br /> AMENDMENTS TO AN ORDINANCE TO PROVIDE <br /> FOR ANIMAL CONTROL AND PROTECTION IN <br /> ORANGE COUNTY, NORTH CAROLINA <br /> BE IT ORDAINED that the Board of Commissioners of Orange County <br /> hereby amend the Ordinance to Provide for Animal Control and Protection in <br /> Orange County, North Carolina by adding the following: <br /> Section VI. As used in this ordinance, the following terms mean: <br /> 1. Adequate Feed: The provision at suitable intervals, not to exceed <br /> 5 <br /> 24 hours, of a quantity of wholesome foodstuff suitable for the species and age, <br /> sufficient to maintain a reasonable level of nutrition in each animal. <br /> Such foodstuff shall be served in a sanitized receptacle, dish, or container. <br /> 2. Adequate Water: A constant access to a supply of clean, fresh <br /> potable water provided in a sanitary manner or provided at suitable intervals for <br /> g the species and not to exceed 24 hours at any interval. <br /> 3. Animal: Any live, vertebrate creature specifically including but <br /> t not limited to dogs, cats, farm animals, birds, fish and reptiles. <br /> 4. Animal Control Shelter: A place provided and operated by Orange <br /> County directly or by contractual agreement, whether or not jointly with another <br /> 3 governmental unit, for the restraint, care and disposition of animals. <br /> 5. At Large: Any animal shall be deemed to be at large when it is <br /> off the property of its owner and not under the restraint of a competent person. <br /> 6. Competent Person: A person of suitable age and discretion to <br /> keep an anima' under sufficient restraint and control in order to prevent harm to <br /> person and property. <br /> 7. ;Cruel and Cruel Treatment: Shall be held to include every act, <br /> omission, or neglect whereby unjustifiable physical pain, suffering, or death is <br />
